Position Information

The Human Services Department (HSD) seeks multiple experienced Program Planning and Evaluation Analysts to put their analytical skill set to work for the County of Sonoma!
Starting salary up to $56.36/hour ($117,630/year) plus a competitive total compensation package!*

This recruitment is currently being conducted to fill two full-time Program Planning and Evaluation Analyst (PPEA) positions in the Human Services Department, one in the Economic Assistance Division and one in the Family, Youth, and Children Division. About the Economic Assistance (EA) PPEA:

This Program Planning and Evaluation Analyst will sit in the Economic Assistance Division and be responsible for supporting the technical systems integral to running the EA Service Center, including managing and monitoring the Amazon Connect phone system and all associated systems and processes that facilitate public access to Economic Assistance programs. Additional responsibilities include:

  • Providing management level coverage at multiple Economic Assistance locations, including leading expansion at County outstations buildings
  • Analyzing workflows and other phone data to maximize call efficiencies and productivity
  • Researching, analyzing, and evaluating EA programs and data
  • Working in a fast-paced environment that fields over 1,000 phone calls per week
  • Preparing reports, outreach, and trainings for various EA programs
  • Ensuring staff are providing excellent customer service
  • Supervising staff, including triage workers, who are responsible for providing general information to the public and routing calls to the appropriate phone queues
  • Consulting with EA managers and other division/department leadership to ensure operations run smoothly and remain aligned with program, division, and department goals
  • Performing disaster work and taking on additional responsibility during times of disaster
About the Family, Youth, and Children (FYC) PPEA:

This Program Planning and Evaluation Analyst will sit in the Family, Youth, and Children Division and be responsible for supporting the operations of multiple administrative units, including: ER/Intake Support, TEAM/TDM Support, Legal and Adoptions Support, and Foster Care Eligibility. Additional responsibilities include:

  • Supervising two Office Support Supervisors, an Eligibility Supervisor, and a Legal Staff Supervisor
  • Interpreting regulatory requirements and incorporating program process improvements
  • Overseeing the policy team, and writing program and administrative policies and procedures
  • Managing the Linkages program between FYC and Employment and Training (E&T)
  • Overseeing internal service contracts and budgets
  • Coordinating site facilities, space planning, and safety operations
  • Conducting process mapping activities to improve services and streamline processes
  • Managing the Custodian of Records and ensuring safe handling of confidential documents
  • Managing the Continuity of Operations Plan (COOP) and Disaster Plan
  • Overseeing document imaging and safe storage
Depending on assignment, the ideal candidates for these positions will possess many of the following:

  • Experience with EA programs and the various safety-net programs available to the public
  • Considerable knowledge of the EA Division, including CalFresh and Medi-Cal, and of ancillary initiatives such as HSDs outstation offices
  • Knowledge of the child welfare system and its programs, including the CWS/CMS case management system
  • Experience in contract management and budget monitoring
  • Knowledge of foster care eligibility and the CalSAWS case management system
  • Experience recruiting, interviewing, and hiring staff
  • Experience facilitating meetings with staff, community partners, and various stakeholders in order to make high level decisions
  • Training in change management, project management, and/or Results Based Accountability (RBA)
  • Experience conducting research and analysis and using critical thinking skills
  • The ability to work both independently and collaboratively as part of a high performing administrative team
  • Knowledge of diversity, equity, inclusion, and belonging, application to program design, grant funding proposals, service delivery, and community stakeholder engagement
  • Excellent written and verbal communication skills
  • The ability to interact with a diverse group of people
  • Strong interpersonal skills and the ability to act as a subject matter expert
  • The ability to work on multiple tasks concurrently and shift gears quickly
  • Advanced Microsoft Office skills; including Word, Excel, PowerPoint, Outlook, and Publisher

Minimum Qualifications

Education and Experience: Any combination of education, training, and experience which would provide the opportunity to acquire the knowledge and abilities listed herein. Normally, graduation from a college or university with a degree in social work, gerontology, psychology, sociology, public health, health science, health education, community health, public policy, public administration, business administration, economics, or a closely related area, and two years of experience in program planning, staff development, program supervision, community organization, and/or analysis of human, health, and/or child support services programs would provide such opportunity.
Specific experience related to the assigned division may be required for designated positions.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Considerable knowledge of: the principles and practices of data collection, management, and analysis, program planning, evaluation, needs assessment, and research methodology; project and program management; techniques, principles and work of the assigned program area; social and economic problems that call for the use of public and private county services; legislation and laws that regulate the operations of assigned program areas.
Working knowledge of: the principles and practices of grant preparation and review; budgeting and financial analysis including governmental sources of funding; principles, practices and methods of staff development; community resources and service agencies, including both private and other public agencies; the principles and practices of public economic assistance and service programs; principles of effective oral and written communication; effective community engagement and communication strategies and methods; personal computers and data base management systems.
Ability to: read, review, research, and analyze information including complex rules and regulations; plan, organize, develop, and carry through research projects effectively; select proper research methodology and apply it to program planning problems; design and evaluate program objectives and procedures; develop and implement training plans and programs to meet program needs; write and speak effectively; translate complex and/or complicated information into clear, concise terminology; understand and use data management systems to collect, manage, retrieve, and analyze quantitative data; present analysis and information visually as well as in writing; work cooperatively with a wide variety of professional and lay persons; work effectively with community groups and organizations; analyze problems and complaints and identify solutions; prepare, interpret and evaluate a variety of narrative and statistical data and reports; understand, interpret and apply procedures, laws, rules and regulations as they apply to assigned area; ensure proper compliance with federal, state and local guidelines, policies, goals, rules and regulations; understand and communicate complex systems and the relationship between a variety of initiatives.
