Our Digital Modernization Sector is seeking a results-oriented Senior Project Manager to support the Nuclear Command, Control, and Communications (NC3) Enterprise Center's (NEC) Systems Engineering and Integration (SE&I) and Studies and Analytics Divisions at Fort Meade, MD. Our job is to sustain, modernize and ensure the proper functioning of our nation's most important communications systems in the most extreme moments of national crisis.

Our customer, led by the Commander, U.S. Strategic Command (USSTRATCOM), applies cutting-edge technology and methodologies in the areas of digital engineering, data analytics, mission engineering, and performance and testing to translate mission and operational requirements into solutions and operational capabilities. Our objective is to ensure that critical communications infrastructure functions effectively in the face of conventional, nuclear, and space-based threats as well as cyber-attacks.

In this role, you will ensure the successful completion of projects assigned to the Mission Engineering, Performance and Testing, and Technical Standards teams. This role is crucial to the success of multiple projects and encompasses responsibilities from effective communication with stakeholders to overseeing project planning and scheduling. You will coach other Project managers and team members on best practices, promote collaboration, and drive continuous improvement to assess the effectiveness of new and existing processes and provide strategies for sustainment, modernization, and future investments. You will also work closely with cross-functional teams and external stakeholders to orchestrate and facilitate the development and execution of detailed project plans, including leading daily progress reviews, participating in quarterly planning sessions, review written products, and present status updates to stakeholders at the most senior levels of government.Working with our customer at Fort Meade, you'll have the opportunity to use your skills to help tackle some of the most vexing challenges faced by our nation's leaders.

What will you be doing in this role?

  • Leading and orchestrating team activities to accomplish customer-driven projects.

  • Developing and executing project plans in collaboration with the customer's assigned government lead.

  • Promoting communication and collaboration within the team and with stakeholders.

  • Coaching the team on Project Management processes and driving continuous improvement.

  • Working closely with other Project Managers, Program Managers, and customer leaders to ensure workflows are executed as intended.

  • Functioning as a servant leader and enabling the smooth execution of planning/review activities.

  • Discovering and helping remove impediments, obstacles, and roadblocks that may hinder team productivity or successful completion of projects.

  • Monitoring and reporting on project status to customers and stakeholders.

  • Facilitating daily stand-up reviews with project team members.

  • Managing changes in project scope and schedule.

  • Ensuring the quality of the project team's deliverables.

Basic Qualifications

  • Top Secret/SCI Security Clearance.

  • Bachelor's degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience. Including:
    5+ years Military Experience managing DoD communication systems and/or a DoD Program of Record.
    5+ years of Program/Project Management experience in an IT or engineering environment.

The successful applicant must possess one or more of the following:

  • Bachelor's Degree in Business Administration, Management, Engineering Management, Engineering, Information Systems or Computer Science.

  • PMP Certification

  • DAWIA or FAI Certification in Program Management (practitioner level).

  • ITIL Foundation Level certification.

Additionally, you need to have:

  • Knowledge of Project Management methodologies within a technical/engineering environment.

  • Ability to multi-task and work in a dynamic, fast-paced environment.

  • Strong written and verbal communication skills with the ability to create and deliver presentations.

  • Experience using collaboration tools (e.g., MS Planner and MS Teams).

  • Competency in Microsoft Office Suite applications (e.g., Word, Excel and PowerPoint).

Preferred Qualifications

  • Experience using Microsoft Visio to create visualizations of processes and organizational structures.

  • Nuclear Command, Control and Communications (NC3), National Leadership Command Capability (NLCC), Senior Leader Command, Control and Communications System (SLC3S), or other Federal Government Satellite Communications (SATCOM) knowledge or direct experience.

  • Experience working with Nuclear C3 community stakeholders such as Air Force, Navy, NC3 Enterprise Center (NEC), USSTRATCOM, USCYBERCOM, the Joint Staff, and OSD.
