About the Project

Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development's (USAID's) Private Sector Engagement (PSE) Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates. PSEMC supports Missions, Bureaus, and Independent Offices across USAID with PSE-focused needs. The Consultant will work directly under the management of the Division Chief of the Future Workforce Team.

About the Position

The short-term Institutional Capacity Consultant (the Consultant) will work on the USAID-funded PSEMC project, and will work under the Future Workforce Team within USAID's Private Sector Engagement (PSE) Hub. Tasked with strengthening institutional capacity for USAID staff to engage with the private sector and sharing best practices for growing USAID's PSE talent pipeline, the Future Workforce Team manages professional development activities and examines recruitment and retention practices for PSE at USAID.

The Consultant will support the design and development of learning modules within the PSE Foundations Course and "PSE 101" Curriculum to maximize the use and impact of PSE approaches, tailored to specific learning personas. Additionally, the Consultant will support the current process of revising the PSE Competencies Catalog and identifying opportunities to streamline the corresponding PSE Self-Assessment. Finally, the Consultant will provide communications and administrative support to the PSE Talent Exchange, PSE Accolades, and NEO.

The Consultant may be asked to work closely with other teams across the PSE Hub and other Agency offices to deliver organizational learning - and systems-building support for PSE across all sectors, operating units, and countries where USAID operates.

Responsibilities



  • PSE Learning Package Development support - 40%

    • Under the guidance of the Senior Learning Systems and Training Specialist, support the design and content development for new and revised PSE learning modules. Tasks may include developing thematic elements, identifying and collaborating with subject-matter experts on specific topics to generate and refine content, designing and developing slides and activities, and developing and editing facilitation guide scripts and/or narration for audio/video elements in the on-line version of the training.




  • PSE Self Assessment & Competencies support - 30%

    • Under the guidance of the Senior Learning Systems and Training Specialist, support updates to the PSE competencies and the self assessment. Tasks may include convening and/or facilitating Agency expert review of the existing competencies, drafting updated language and exemplary actions for competencies, and/or creating trackers for use in updating competencies across their various locations (intranet, catalog, PSE library, etc.)




  • Talent Exchange support - 15%

    • Work with the Future Workforce Team team and a graphic designer to finalize graphic design support needs for the Talent Exchange Program, including final formatted documents and other products
    • Incorporate Private Sector Talent Exchange (PSTX) acronym in all artifacts
    • Using Google Slides, develop a pitch deck-style presentation and gather feedback and input as directed
    • Design a spreadsheet for the team to track all inquiries received to the PSTX email




  • PSE Accolades post-event support - 10%

    • Build out artifacts related to the Post-Accolades Communications outlined in the 2024 Dissemination Plan, including agency notices, intranet posts featuring Accolade recipients, newsletter blurbs, and social media posts.




  • Coordinate New Entrant Orientation (NEO) - 5%

    • Provide any necessary updates to NEO presentation materials and communications.
    • Identify NEO facilitators for the next 3-6 months.




  • Other tasks as assigned.


QUALIFICATIONS

Required



  • Bachelor's degree and seven (7) years of relevant experience, or Master's degree and five (5) years of relevant experience.
  • Active Facilities Access or higher Security Clearance is required
  • Extensive experience as a learning management consultant with a strong focus on international development, humanitarian, and non-profit sectors.
  • Proven expertise in developing learning strategies, conducting assessments, and managing learning management systems and tools.
  • Strong communication skills, with the ability to develop and deliver compelling content across various formats and channels.
  • Experience in managing and supporting learning networks, communities of practice, and other collaborative platforms.
  • Ability to work with diverse teams and clients, providing mentorship and guidance on communication initiatives.
  • Proficiency in managing content migration projects and improving information architecture for enhanced user experience.
  • Familiarity with USAID projects and other international development agencies is highly desirable.

  • Current holder of an active Secret-level security clearance
