Description of primary duties and responsibilities:
Primary Purpose of the Organizational Unit:

The Parking and Traffic unit within the Fayetteville State University Department of Police and Public Safety is responsible for traffic and parking enforcement and providing additional security support to the department and the university. The unit is responsible for planning, maintaining and the administering of all parking and traffic related services on the campus to include parking at special events, athletic events and other traffic related functions. The unit also provides escorts for students, faculty, staff, and distinguished visitors to campus.

Primary Purpose of Position:

Employees in this position perform security, traffic and parking enforcement, and public contact work in support of campus operations. Work involves securing, guarding, and protecting property and grounds by patrolling the interior and exterior of facilities via foot, vehicle, bicycle, or other mode of transport. Work involves guarding property against fire, damage, theft, or other hazards; monitoring assigned areas for possible violations of policies, regulations, and rules of conduct; recognizing and reporting unusual, suspicious, or hazardous situations; providing information and assistance to the public; operating and maintaining security, traffic and parking enforcement equipment; and maintaining related records and reports. Work requires knowledge of the standard safety, security, traffic and parking enforcement practices and equipment; basic knowledge of standard methods of reporting and handling emergencies such as disturbances and fires, medical and security threats; knowledge of applicable policies, rules, and regulations. Maintains confidentiality and discretion in the course of conducting business; works individually and/or with others; and adapts to change and circumstances. May require rotating shift, weekend, and/or overtime work. Employees report to the Property Security Supervisor. Other duties as assigned.

85% Perform traffic and parking enforcement, security, and public contact work in support of campus operations. Monitor use of parking facilities and traffic ways, issue citations, perform traffic control and traffic direction work, and provide information and assistance to motorists on the campus. Secure, guard, and protect property and grounds. Patrol the interior and exterior of facilities via foot, vehicle, bicycle, or other mode of transport. Guard property against fire, damage, theft, or other hazards; monitor assigned areas for possible violations of policies, regulations, and rules of conduct; recognize and report unusual, suspicious, or hazardous situations. Operate and maintain security, traffic and parking enforcement equipment; and maintain related records and reports.

10% Provide escorts, transport personnel and make deliveries. Supervise students, provide complaint resolution; conduct investigations. Provide other related duties as assigned.

5% Other duties as assigned.
Minimum Education and Experience Requirements:
High School diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Some positions may require valid N.C. driver's license.
Knowledge skills and abilities:

  • Technical Knowledge: Understands security, traffic and parking enforcement practices. Knowledge and skill in basic first aid. Thorough knowledge of the policies, rules, and regulations applicable to the property being guarded, sufficient to explain, apply, and enforce the policies, rules, and regulations. Displays organizational awareness and working knowledge of the infrastructure of the assigned area. Demonstrates proficiency in using a variety of security, traffic and parking enforcement equipment, which may include gates, radios, computers, and electronic ticketing devices. May perform routine maintenance on equipment.


  • Communication Skills: Communicates information orally or in writing to individuals or groups to ensure that they understand the message. Listens and responds appropriately to messages from others. Communicates regarding issues that require some judgment or interpretation. Explains policies,rules, and regulations with tact and courtesy. Completes reports; writes citations. Interact with co-workers, supervisors, emergency response personnel, university officials, and the general public to provide assistance and relay information.
  • Security, Patrol, and Enforcement: Patrols, guards, and secures property and grounds. Monitors assigned areas for possible violation of laws and regulations and issues parking citations when appropriate. Patrols, monitors, and guards an area with a higher assessed risk. Assists in emergency response. Provides support for special events; controls and directs traffic of people and vehicles; erects barricades; provides motorist assistance.
  • Decision Making: Identifies problems/concerns and quickly takes appropriate action consistent with available facts, constraints, and anticipated consequences. Analyzes situations in order to make quick, sound decisions: recognizes critical incidents; initiates action based upon acquired infom1ation and knowledge of operating procedures.
Preferred Qualifications:
Possess a valid North Carolina Drivers License and ability to achieve certification as a DCI operator within one year of employment.
