Sr Domestic Budget Analyst

***This position requires an active Secret clearance.***

The employee will provide Senior Domestic Budget Analyst, Foreign Operations Planning and Execution support services to the Bureau of Western Hemisphere Affairs, Office of Policy Planning and Coordination Strategy and Resources Unit.

Compensation & Benefits:

Estimated Starting Salary Range for Sr Domestic Budget Analyst: $131,815.45

Pay commensurate with experience.

Sr Domestic Budget Analyst Responsibilities Include:



  • Perform annual Foreign Assistance Coordination and Tracking System Info (FACTS Info NextGen) data entry for each fiscal year request, appropriation level, and final allocations for WHA and USAID's Bureau of Latin America and the Caribbean (LAC) as appropriate to the WHA Regional budget.
  • Coordinate with the Office of Foreign Assistance (F), United States Agency for International Development (USAID), Bureau of International Narcotics and Law Enforcement Affairs (INL), Bureau of Political Military Affairs (PM), Bureau of International Security and Nonproliferation (ISN), Bureau of Counter Terrorism (CT) and other bureaus as needed on requested or appropriated budget levels by account.
  • Coordinate with WHA/PPC/SRU's Strategic Planner, budget analysts, and program officers to ensure that budget narratives align with request levels and vice versa.
  • Prepare materials and charts for up to senior-level WHA briefings for current and out-year budget requests, using data visualization software and/or FACTS Info NextGen as needed.
  • Participate in senior WHA Front Office meetings regarding foreign assistance budget formulation as a Subject Matter Expert.
  • Coordinate with posts and review Mission Resource Request (MRR) foreign assistance budget-related submissions to extract inputs for narratives for the Bureau Resource Request (BRR).
  • Provide substantive input to WHA/PPC leadership, the WHA Front Office, OMB, F, CT, ISN, INL, USAID, and other stakeholders on the relevant budgetary trade-offs required to meet Bureau mission objectives.
  • Provide specific recommendations to the WHA/PPC/SRU Strategic Planner and the WHA/PPC/SRU Deputy Director on planning levels for foreign assistance accounts in the non-proliferation, anti-terrorism, weapons removal and abatement sub-accounts in WHA foreign assistance.
  • Lead interagency input of foreign assistance budget planning figures into required Department formulation computer systems as part of WHA/PPC/SRU's team to manage the WHA BRR.
  • Coordinate with the WHA/PPC/SRU Strategic Planner, USAID, and INL to create the foreign assistance narratives and associated budget planning numbers for the WHA BRR.
  • Participate as a Subject Matter Expert in the WHA foreign assistance budget hearing with the Office of Management and Budget and F.
  • Organize, coordinate, and draft Congressional Budget Justifications for WHA country levels as part of the WHA annual Department budget submission to Congress.
  • Make recommendations to senior WHA management and prepare budget briefing materials for WHA/PPC and WHA/FO leadership, apprising of critical issues that need leadership resolution.
  • Lead the interagency coordination process, manage and input data, and submit to the WHA Front Office for review, the WHA Regional Operational Plan, a significant, 100+ page planning and execution document, with minimal supervision.
  • Maintain expert-level proficiency with Excel, pivot tables, data visualization software, and databases that track foreign assistance and domestic budgets.
  • Provide detailed spreadsheets and analysis of Congressional appropriations and earmarking for WHA foreign assistance accounts for each fiscal year. Provide spreadsheets to WHA bureau leadership, PPC leadership, USAID, INL, PM and WHA office teams as requested.
  • As requested, allot/de-allot foreign assistance funds to posts or the WHA domestic allotment, in coordination with WHA/EX/FM.
  • Co-lead the interagency process to request and track apportionments of foreign assistance funding, coordinating within WHA/PPC/SRU, other WHA offices as needed, and USAID LAC.
  • Maintain status of funds/pipeline foreign assistance reports for WHA key countries and initiatives such as Mexico/Merida, Central America Regional Security Initiative (CARSI) and/or assistance to Central America, Caribbean Basin Security Initiative (CBSI), Peru, Cuba, Colombia, or other WHA countries or subregions with significant annual foreign assistance investments.
  • Working with WHA/PPC/SRU program officers and program analysts, lead quarterly or regular efforts to track pace of liquidation of funds for multiple assistance awards or initiatives in the WHA Regional budget.
  • Regularly update regional or bilateral country-by-country reporting for required Congressional or Department-required reports, in coordination with other WHA/PPC/SRU officers.
  • Provide input and regular updates to the Foreign Assistance Data system (FADR) as required.
  • Perform by-country reporting of obligations/expenditures for WHA countries, per Congressional requirements or at the request of the WHA Front Office or the interagency.
  • On behalf of the PPC Director and Deputy, produce WHA-specific foreign assistance charts and spreadsheets for briefings or meetings with the WHA/Front Office, the Office of Management and Budget, the Office of Foreign Assistance (F), interagency or White House requests, or other stakeholders, as needed. Such materials are produced with significant independence and in-depth understanding of the stakeholders appropriate to each meeting or briefing.
  • Provide inputs/review, manage clearances/routing process of CNs either generated by WHA or sent to WHA.
  • Track Congressional holds on foreign assistance appropriated to WHA through bilateral or regional initiatives.
  • Working with WHA/PPC/SRU budget and program officers, track relevant appropriations legislation concerning foreign assistance in the WHA region.
  • Provide detailed charts and analyses on Congressional earmarking and legislative impact of Congressional restrictions on WHA's foreign assistance allocations in order to advise the WHA/FO, WHA/PPC leadership, USAID, F, INL and other critical stakeholders of the constraints or legislative requirements that program and policy offices must abide by to meet legal requirements.
  • Provide expert recommendations and advice to WHA leadership on the intent of Congress related to specific legislative provisions in annual appropriations, coordinating within WHA/PPC and USAID/LAC.
  • As required, seek legal interpretations from the Office of the Legal Adviser, coordinating with WHA/PPC leadership on such communications and the resultant advice to WHA offices.
  • Add fiscal data to commitments in Ariba and approve requisitions for all WHA-PPC managed foreign assistance awards.
  • On behalf of WHA/PPC leadership, track obligation of post-implemented CARSI small grants implemented by three U.S. embassies in WHA.
  • Coordinate with WHA/EX/FM to ensure that obligations for foreign assistance-funded contracts and grants are updated, accurate, and timely.
  • Conduct financial site visits with grantees and WHA/PPC/SRU program officers as needed.
  • Performs other job-related duties as assigned


Sr Domestic Budget Analyst Experience, Education, Skills, Abilities requested:

Education & Experience



  • Master's degree or Bachelors with 5+ years of experience in accounting, financial management, budget administration, international politics, foreign policy, research & evaluation, social science, or related fields.
  • Relevant master 's-level certifications in federal budgeting, accounting, or financial management are preferred.
  • 5+ years of professional experience in federal financial management, foreign aid, development, or budget formulation.


Skills & Abilities



  • Problem-Solving: Capable of addressing complex financial issues through effective interagency or bureau-level coordination.
  • Research Proficiency: Skilled in qualitative and quantitative research methods.
  • Communication: Strong English-language skills, both written and spoken.
  • Software Expertise:

    • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Access).
    • Familiarity with Department-specific tools for foreign assistance budgeting (FACTS Info NextGen, Global Financial Management Systems, etc.).

  • Task Management: Ability to manage multiple tasks, coordinate activities across bureaus, act decisively, and work effectively in a multicultural team environment.
  • Organizational Skills: Exceptional organizational and interpersonal abilities.


Additional Requirements



  • Independence: Ability to prioritize and manage daily tasks with minimal supervision.
  • Knowledge Areas:

    • U.S. foreign policy and programming in the Western Hemisphere, particularly foreign aid, development, and law enforcement.
    • Understanding of Federal Government structure, agency functions, and their interrelationships.
    • Familiarity with the Department of State and U.S. Government agency collaboration in foreign policy for Latin America.

  • Pre-Employment: Must meet Cherokee Federal's pre-employment qualifications.
  • Security Clearance: Active SECRET clearance is required.
  • US Citizenship is required per our government client
