The Broward County Board of County Commissioners is seeking qualified candidates for Natural Resources Specialist - PT-19 to support the Environmental Permitting Division.


*This is a Part-Time (19 hours per week) entry-level position.

General Description

Performs professional environmental work enforcing the provisions of environmental ordinances as well as participates in natural resource enhancement and protection efforts.

Works under general supervision, independently developing work methods and sequences.

Minimum Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in chemistry, geology, biology or environmental science or closely related field.

Requires six (6) months experience in natural resource protection based on area of assignment or closely related experience.

Special Certifications and Licenses:

Must possess and maintain a valid Florida Class E driver?s license for duration of appointment. (Depending upon area of assignment.)

Preferences:

One year experience in Broward County, SFWMD, and FDEP rules and regulations regarding storm water and environmental permitting.
One year experience in Broward County rules and regulations regarding non-domestic discharges and cooling tower regulations.
One year prior experience in GIS.
One year experience in POSSE.
One year of experience in State database systems (PA, RegDB).
One year experience in field sampling.
OSHA Hazwoper Certification.
Erosion and Sediment Control Certificate.


DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

This is a Part-Time (19 hour per week) entry-level professional training position performing regulatory compliance in the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) and Non-Domestic Wastewater Program and applicable GIS work. This position will also assist other Water and Environmental Licensing Programs in license tracking, ArcGIS mapping of new and existing development projects, and respond to other Divisional needs as required.

Performs environmental work enforcing the provisions of environmental ordinances as well as participating in natural resource enhancement and protection efforts.

Reviews environmental licenses applications for consistency with federal, state, and local environmental laws and regulations.

Updates and maintains a variety of databases and spreadsheets related to permitting process. Generates permitting processing reports. Sends timely notices of submittal to permit and license reviewers. Generates GIS shapefiles for various projects submitted for licensing and certification.

Develops manuals guidelines and procedures for implementing licensing programs. Prepares written reports and correspondence. Assists in maintaining enforcement cases.

Coordinates between Domestic Wastewater Program, Surface Water Management Licensing program, Wetland Mitigation program, and requirements of the State's NPDES-MS4 Permit.

Performs field inspections, collects samples for compliance and enforcement.

Evaluates and interprets chemical and/or marine, laboratory, ecological, and biological data related to NPDES-MS4 Permit, Non-Domestic Wastewater licenses, compliance inspections, enforcement actions, and natural resource enhancement and protection projects.

Reviews and processes cooling tower license applications.

Performs public outreach on surface water quality issues and corrective actions.

Performs all other tasks as assigned.
