Overview Under the general supervision of the General Manager O&R Gas Operations, provides overall leadership and direction for the Gas Construction department at Orange & Rockland. Plans, directs and controls the safe, timely and efficient inspection, construction, installation and maintenance of the gas distribution system to maximize its integrity and reliability while operating within assigned resource budgets and schedules. Manages gas construction projects through effective planning and coordination with external and internal organizations (specifically Electric Operations, New Business and the Contract Administration Group), associated agencies, and customers. Develops and establishes close working relationships with state and municipal agencies.
Responsibilities
Core Responsibilities
- Ensures implementation of Company safety, health and environmental programs for employees whose work is directed. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations.
- Ensures compliance with operating, housekeeping, and safety procedures which will provide for employee safety and welfare.
- Directs the installation, maintenance, repair and inspection of gas mains and services in accordance with Company specifications and PSC regulations.
- Develops, implements, monitors and modifies plans, programs, procedures and work practices to improve the performance of the section without compromising safety or system integrity and reliability.
- Develops, monitors and manages capital, operating and maintenance, and human resource budgets. Evaluates procedures, practices, and operations that will improve performance of the system at existing or lower expenditures.
- Must be available to respond to gas emergencies on a 24/7 basis. During emergencies, will supply and direct necessary resources and interface with the Gas Emergency Response Center (GERC) as necessary.
- Ensures compliance with Company & gas procedures, policies, specifications and all applicable regulatory codes. Monitors adherence to government and regulatory requirements and provides liaison with their representatives.
- Establishes meaningful goals and ideas. Dynamically seeks methods to increase customer satisfaction and improve the Companys public image.
- Ensures conformity with Company policy, employee relations practices, labor agreements, and legal requirements, etc., in such a manner that effectively ensures that cooperation, harmonious employee relations, and employee performance goals will be achieved.
- Participates in the development and preparation of forecasts, budgets, plans, specifications, and other matters; seeing that prompt reports are made as necessary.
- Promotes the development of others and provides for employee training and mentoring. Provides opportunities that support diversity in the workforce.
- Provides a positive employee relations atmosphere through the proper and effective administration of the Companys policies, procedures, and practices including, but not limited to, compensation, training, motivation, counseling, performance appraisal, discipline, security, substance abuse, EEO, and Safety and Environmental policies.
- Participates in the Companys emergency management processes and storm plans.
- Perform other related duties as required.
Qualifications
Required Education/Experience
- Bachelor's Degree and 8 years of work experience. In the management processes of planning, budgeting, and directing workforce and associated resources.
Relevant Work Experience
- 5 years managerial/supervisory experience in the engineering, construction, operation or maintenance of the gas, steam or electric transmission/distribution system OR 8 years of experience in the management processes of planning, budgeting, and directing workforce and associated resources. Required
- Must have a minimum of 3 years experience in the direct supervision of management and/or weekly personnel. Required
- Must possess proven leadership qualities/skills, a high work ethic, the ability to motivate people, and be dedicated to the Corporate Mission and Values. Required
- Must have extensive knowledge of environmental laws and regulations, OSHA rules and regulations for construction to ensure environmental, health and safety compliance. (i.e., education, licensing, certification, registration) Required
- Must be able to exercise independent judgment and render sound business decisions. Required
- Must be well organized, detail oriented, flexible to handle multiple assignments, meet deadlines, and committed to providing exemplary customer service. Required
- Must be able to evaluate, prioritize and respond to rapidly changing conditions as required. Required
- Must be articulate, have a professional demeanor and be comfortable dealing with all levels of management, Regulatory Agencies, union personnel, customers and contractors. Required
- Computer literacy with proficiency in Microsoft Office applications is required. Required
- Must be willing and able to travel to and within the O&R/CECONY service territory and to other Company facilities as required. Required

Additional Physical Demands
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must have the ability and willingness to work and travel with the companys service territory.
