Job Summary
The Retirement Programs Manager is an individual contributor role responsible for the administration of The Pasha Group's retirement programs and other benefit programs encompassing multiple entities, including both union and non-union employee groups, ensuring operational efficiency, timely reporting, and adherence to all applicable regulations and agreements.

Primary Objectives
  • Manage accurate and efficient administration of multiple retirement plans, including defined benefit, defined contribution, and other retirement programs.
  • Maintain compliance with ERISA, IRS, DOL, and other applicable regulations across all plans.
  • Serve as a subject matter expert and liaison between internal stakeholders, external vendors, and plan participants.
  • Lead process improvements and implement best practices for retirement plan administration across entities.
Duties and Responsibilities
  • Administer day-to-day operations of retirement plans and programs, including eligibility, contributions, distributions, loan administration, plan audits, required testing, reporting, and filings.
  • Manage coordination between service providers and payroll for processing of transactions, including timely, accurate communication and documentation practices relating to deductions, plan remittances, and reconciliations.
  • Prepare and submit required filings within required timeframes, including Form 5500 and other regulatory documents.
  • Manage retirement plan and benefit program projects and initiatives including establishment of new plans, plan consolidations, restatements, and amendments.
  • Coordinate and facilitate Retirement Plan Committee (RPC) meetings, record keeping, and data requests.
  • Research and recommend changes to plan design, TPA services, and materials.
  • Implement and project manage decisions made by the RPC incorporating compliance requirements, communication plans, and operations process changes.
  • Establish and manage relationships with recordkeepers, third-party administrators (TPA), trustees, legal advisors, and other service providers.
  • Analyze plan performance, costs, and trends to provide strategic recommendations to leadership.
  • Prepare and deliver presentations and program materials including required notices, program-related correspondence, plan summaries, and enrollment, transaction and claims materials.
  • Conduct regular plan reviews to ensure compliance with regulations and alignment with organizational goals.
  • Address and resolve complex participant issues and inquiries in a timely and professional manner.
  • Provide support to the Benefits team with benefits administration and initiatives as needed.
  • Collaborate with cross-functional HR leadership teams to research, implement, and manage programs and initiatives that enhance the employee value proposition.
  • Support budgeting and collective bargaining processes by providing timely, accurate, retirement plan data, projections, and insights.
  • Establish and manage controls and review processes to confirm program compliance with applicable federal, state and local laws, and internal business controls.
  • Ensure awareness of plan design elements, requirements, and considerations relating to eligibility and enrollment, including interaction with other programs.
  • Support process enhancements and automation to optimize user experience and drive effective use and maintenance of vendor systems, HRIS, and other technology tools.
  • Other duties as assigned.
QUALIFICATIONS

Education
  • Bachelor's degree in Human Resources or equivalent combination of relevant, college-level coursework and applied experience required
Licenses and Certifications
  • Certified Employee Benefits Specialist (CEBS), Qualified Pension Administrator (QPA), or similar professional certifications preferred
Work Experience
  • 5+ years' directly-related retirement plan administration experience required
  • 5+ years' directly-related full-cycle benefits experience required
  • 3+ years' experience with retirement recordkeeping platforms such as Fidelity Investments, Voya Financial, Principal Financial Group, T. Rowe Price or similar platforms required
  • Experience with administration of retirement plans in a multi-employer and/or union plan environment required
  • Supervisory or leadership experience preferred
Required Knowledge, Skills and Abilities
  • In-depth understanding of features and mechanics of a broad variety of defined contribution and defined benefit retirement programs.
  • Solid understanding of ERISA and all applicable requirements, regulations, and federal and state laws relating to retirement plans.
  • Ability to effectively balance the needs of the business with the needs of individual employees and to manage processes to maximize positive outcomes.
  • Knowledge and understanding of features, processes, and regulations related to employee benefit programs.
  • Strong analytical skills and attention to detail with the ability to interpret and explain complex plan documents and regulations.
  • Excellent process and documentation management skills.
  • Excellent verbal and written communication skills.
  • Ability to properly handle confidential and sensitive information and materials, detailed understanding of applicable privacy and information security regulations.
  • Excellent research, project planning, and time management skills.
  • Familiarity with HRIS and vendor systems and reporting tools.
  • Demonstrated intermediate level proficiency with Microsoft Office products including Excel, Word, PowerPoint, and Outlook.

The salary range listed is based on the geographic zone associated with this role: San Rafael - CA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.
Zone 1: $140,000 - $160,000
This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
