Responsibilities

Since 2012, Peraton and its partners have been providing full life cycle support of the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) electronic Health Records (eHR) solution. The eHR is a U.S. Immigration and Customs Enforcement (ICE) case management system for maintaining records of medical treatment provided to individuals detained by ICE. ICE detainees receive medical, dental, and mental health evaluations and treatment necessary and appropriate for the individual's medical condition and length of stay. The ICE Health Services Corps (IHSC) provides health evaluations, treatment, and services to ICE detainees held in detention facilities across the country. IHSC personnel use the eHR to document health care provided to these detainees. The eHR is an integrated healthcare information system comprised of several components, which record and manage detainee healthcare evaluation and treatment information as well as process claims for payments to external healthcare providers.

The Technical Lead for the DHS ICE eHR Operations & Maintenance (O&M) program is key personnel that will be responsible to support development, functionality, quality assurance, compliance, user acceptance testing, training and deployment of several eHR applications. Additionally, the candidate will be responsible to deliver on the current O&M support contract, support additional DHS ICE eHR pursuits, and any follow-on client delivery work as applicable. The applicant should be detail oriented with comprehensive attention to detail, proactive, self-motivated and think out of the box as their contribution to team's consistent exceptional customer ratings.

What you'll do:

The Technical Lead will be responsible for the following but not limited to:

    Serve as the principle Technical Subject Matter Expert (SME):
    • Manage and direct the team's system administrators' day-to-day tasks
    • Lead troubleshooting and resolution of system issues including directing other program contractors/vendors
    • Fill in for program leadership when the team program manager is unavailable
    • Fulfil the role of the program's Security Engineer
    • Seek ways to improve the end-user experience and make daily operations more efficient
    • Review and update all eHR documentation and diagrams as the system evolves and changes occur
    • SME regarding impacts to eHR architecture for any changes or enhancements to the system including new interfaces to external systems
    • Support and provide inputs to the ICE eHR Business Impact Analysis and update the eHR Contingency Plan and Disaster Recovery procedures
    • Develop and maintain various system monitoring and automation tools
  • Optimizes system operation and resource utilization. Performs system capacity analysis and planning.
  • Analyzes business requirements and designs specifications for functional activities.
  • Quickly aquire working knowledge of eClinicalWorks (eCW) administration
  • Quickly acquire working knowledge of the ICE System Lifecycle Management Process
  • Work virtually with the client, the team, and COTS vendor representatives.
  • Support planned deployments and go-lives. These will require after hours support occasionally.
  • Support related DHS ICE pursuits and follow on client delivery work as applicable.


Qualifications

Basic Qualifications:

  • Minimum of 5 years with BS/BA; Minimum of 3 years with MS/MA
  • Minimum of 8 years as a systems engineer working w/electronic health records (eHR)

Proven ability to exhibit critical soft skills, including:

  • Excellent active listening and verbal communication skills
  • Strong business writing ability
  • Can conform to shifting priorities, demands, and timelines
  • Ability to elicit cooperation from a wide variety of sources, including other divisions
  • Ability to discuss technical issues with non-technical, executive-level government officials.

Preferred Qualifications:

  • Experience w/OracleHealth Millennium EHRM solution, particularly a federal implementation w/DoD, VA, or USCG
  • Working knowledge of eClinicalWorks (eCW) administration

Target Salary Range

$86,000 - $138,000. This represents the typical salary range for this position based on experience and other factors.
