POSITION: Accounting Manager

PCR#: 4310008

DIVISION: Finance

DEPARTMENT: Controller

UNION/GRADE: Unit 6/Grade 13

BASIC PURPOSE:

Manages the general accounting functions including payroll, accounts payable, accounts receivable, billing, activity management, asset management, cash, investments and debt.

SUPERVISION RECEIVED:

Works under the general supervision of the Controller.

SUPERVISION EXERCISED:


Exercises direct supervision over Senior Accountants.

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Reviews and approves all entries to the general ledger system including payroll, accounts payable and accounts receivable data. Distributes general ledger information to management.
  • Supervises Senior Accountants in fixed assets, accounts receivable, billing and general accounting.
  • Performs monthly general ledger closing and prepares internal financial statements.
  • Prepares the Annual Financial Statements.
  • Prepares schedules for Annual Comprehensive Financial Reports schedules.
  • Coordinates with and provides information to Internal Audit Department and outside auditors.
  • Reviews and analyzes data and reports from computerized accounting systems.
  • Manages preparation of federal and state excise tax refunds.
  • Prepares Fore River Railroad Corporation financial statements and reviews documentation for tax return preparation.
  • Assumes the duties of Controller in his/her absence with guidance from Director, Finance.


SECONDARY DUTIES:



  • Performs related duties as required.


MINIMUM QUALIFICATIONS:

Education and Experience:



  • A Bachelor's degree in accounting, business administration or a related field; Master's degree in related field is preferred; and
  • Understanding of accounting as acquired by at least seven (7) years of accounting experience preferably in the public sector, of which two (2) years should be in a supervisory capacity; or
  • Any equivalent combination of education and experience.


Necessary Knowledge, Skills and Abilities:



  • Knowledge of GAAP accounting principles.
  • Excellent spreadsheet and database skills and solid knowledge of MS Office Suite.
  • Knowledge of and experience with computerized accounting systems. Knowledge of Infor/Lawson software is preferred, but not required.
  • Experience using web conferencing and collaboration tools such as WebEx.
  • Excellent interpersonal, oral and written communication skills.
  • Ability to assign work, train and oversee staff.
  • Attention to detail and ability to meet deadlines.
  • Ability to maintain confidentiality.


SPECIAL REQUIREMENTS:

A Class D Driver's license (or equivalent) is preferred for travel between MWRA locations.

Certification Public Accountant (CPA) designation is preferred.

TOOLS AND EQUIPMENT USED:

Office machines as normally associated with a professional office environment, including the use of telephones, personal computers, word processing and other software, email, videoconference applications, copiers, scanners and fax machines.
