The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

Under the direction of the ICAP Chief Operating Officer (COO), the Director of Operations addresses specific policy, operational, programmatic and management requirements of the organization. She/he leads the design, implementation and troubleshooting of organization-wide operational systems and enhancements to optimize the responsiveness, efficiency and effectiveness of workflows and processes, leading to improved compliance performance. The role directly manages all requirements for leases, agreements, MOUs and organizational registrations, in close consultation with legal counsel, oversees all PEPFAR Expenditure Reporting, and supports ICAP's regional hub office in South Africa. The Director of Operations manages a team of staff focused on operations, analytics and reporting.

Responsibilities





    • Initiates and provides appropriate support for the establishment, smooth running, and safety and security of ICAP's country offices. Serves as the primary ICAP point of contact for requirements associated with country office security plans, property leases, agreements, and registrations. Works closely with colleagues in the Mailman School of Public Health and other parts of Columbia University to ensure expedited reviews and approvals. (25%)
    • Manages the design, testing, implementation, troubleshooting and change management of software and other systems enhancements within the organization for improved efficiencies of key internal workflows and organizational systems. Works closely with the university's various IT structures on governance and technical matters. (20%)
    • Leads the assessment, revision and maintenance of ICAP's Standard Operating Procedures by working across the organization to measure operational impacts as new systems, policies or enhancements are implemented and propose adjustments as needed. (15%)
    • Leads the preparation of annual PEPFAR Expenditure Reporting reports and analyses in accordance with USG guidelines and coordinates their submission, including the management, development and dissemination of guidance and templates. Throughout the year, serves as a conduit between Finance and Programs for cross-functional donor reporting. (15%)
    • Provides appropriate support to facilitate the operations of ICAP's clinical research sites in Harlem and Bronx. (10%)
    • Provides direct staff support to the ICAP COO, Principal Investigators and other members of ICAP leadership to meet other operational and programmatic requirements. Consults and collaborates with and convenes, when necessary, designated ICAP staff, University colleagues and others to gather background information and perform analyses necessary to support decision-making. (10%)
    • Performs other relevant duties, as assigned. (5%)




Minimum Qualifications



  • Bachelor's Degree required
  • 5 years of progressively responsible experience working within a non-profit or academic setting
  • At least five years of demonstrated successful experience supporting international operations
  • Working knowledge of rules and regulations associated with awards from US Government sources, international organizations such as the Global Fund, and private funders.
  • Working knowledge of the operational requirements associated with international public health programs
  • Advanced understanding of finance, budgeting and internationally accepted accounting principles and demonstrated experience in working with and adjusting organizational budgets
  • Advanced skills in the Microsoft Office package and Peoplesoft financial management platforms including manipulation of complex spreadsheets and demonstrated experience in the design and application of software solutions


Preferred Qualifications



  • Master's degree in Public Health, Public Administration, Management, or related field preferred
  • 10+ years of progressively responsible experience working within a non-profit or academic setting
  • Work experience in a foreign country preferred.
  • Excellent analytical, verbal, writing and interpersonal skills


Other Requirements



  • Occasional international travel is required, 2-4 trips per year each lasting 10-14 days.
