Summary:

The Telecommunications Specialist will be required to perform daily telecom operations as needed on a full time employment basis. Tasks such as moves, adds, changes, daily maintenance, repair, new installations, testing, and attend meetings to maintain the highest level of voice communications. Task will be retrieved via PMO direction and or the DLA J6 ITSM (Information Technology Service Management) ticketing system.

Responsible for directing technical work on projects. Performs a variety of analyses and prepares appropriate documentation. Prepares and makes briefings and presentations. Leads team in on-site management of installations. Works independently and installs, operates maintains, configures, troubleshoots, and repairs IT systems devices, circuits, cables, components, software, and end-user devices, components, software and connectivity. Assists in the development and management of project plans. This includes the review of task performance and work products for correctness, for adherence to design concepts and user requirements, and for progress in accordance with schedules. Coordinates with the Vendor PM, COR, and Program point of contacts to ensure accurate solutions and user satisfaction on technical matters.


Responsibilities

Essential Job Functions:

  • Participate in ongoing phone moves to include installation of phone lines, work with Voice Services and Network personnel to resolve discrepancies and ensure operation of ISDN, Analog or VoIP (Voice over Internet Protocol) endpoints/phones.
  • Investigate, troubleshoot and resolve all types of telephone hardware and software problems (e.g. no dial tone, static, misdirected/redirected calls etc).
  • Install ISDN, analog and VoIP conference phones and peripheral equipment on an as needed basis.
  • Install, maintain, troubleshoot, and document a wide variety of telecommunications circuits to include Transport connections; SDH, SONET, WDM, OTN, MPLS, PDH, DSL, fiber and ordinary copper cables. Ethernet connections; Ethernet over microwave/MPLS/SDH/SONET, GPON, and carrier. Data connections; MPLS, IP, DCN, ATM and frame relays data connections. Voice connections: customer voice connections, signal links, voice routes, voice core and access links, voice links to Public Address system (PA) systems used for Mass Notifications, and voice interconnects to other Telecommunications Providers. Video circuits include Cable Television (CATV) from providers, Closed Circuit Television (CCTV), Video Teleconferencing (VTC), High Definition (HD), composite, component, and other video signal formats.
  • Delivery of IT and telecom equipment to various customers throughout your designated location. Removal of endpoint or other IT equipment from customer to warehouse.
  • Contractor personnel shall have a driver's license to drive throughout their coverage area.
  • Provide logistical support to the Infrastructure and Customer support group utilizing the ServiceNow software to receive, resolve and close incidents, tasks and work ticket/orders.
  • Configuring/modifying/troubleshooting/deleting of VoIP hard phones.
  • Configuring/modifying/ troubleshooting/deleting of softphone number assigned to user. Assist user with softphone application connection.
  • Configuring/modifying/ troubleshooting/deleting of Extension Mobility profiles.
  • Configuring/modifying/troubleshooting/deleting of voicemail profiles; updating, altering, or modifying phone numbers, speed dials, line behavior (i.e. ring behavior) for any phone connected to the Cisco Unified Communications Manager or utilizing Provisioning Tools to perform such tasks.
  • All assigned tasks may require the local on-site point of contact. Contractor may be required to contact this point of contact for physical equipment installation or replacement.
  • Assist in providing inventory support and updates on any asset status changes to the Information Technology Asset Management System (ITAMS) team, as required. VoIP device changes shall be made to the Telephone Management Systems (TMS) or local database as needed.
  • Assist in local and enterprise projects involving Voice Services. Contractor may be required to monitor and work to resolve Enterprise Voice Services tickets in the DLA J6 ITSM (Information Technology Service Management) ticketing system.
  • Work may consist of small jobs only requiring one man hour to complete or may consist of large jobs requiring hundreds of man hours to complete. The Contractor should also be prepared for last minute or unscheduled changes to daily workload.
  • Perform other duties as needed.

Qualifications

Necessary Skills and Knowledge:

  • Proficiency in telecommunications and networking technologies, including VoIP, TCP/IP, and WAN/LAN systems
  • Strong problem-solving and analytical abilities
  • Excellent verbal and written communication skills
  • Ability to work both independently and collaboratively in high-pressure environments

Minimum Qualifications:

  • Minimum Seven (7) years of progressive IT experience including at least five projects in related technical areas. At least one project must have occurred within the past three (3) years
  • Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission

Preferred Qualifications:

  • Bachelor's degree in Telecommunications, Information Technology, or a related field
  • Relevant certifications (e.g., CCNA, Network+, or equivalent) are highly desirable
