The Manager of Learning and Organizational Effectiveness will develop and execute strategies to improve workforce performance and capabilities. Leading a team of learning professionals, they will work with business leaders to identify and address learning needs, aligning strategies with organizational goals. Collaborating with HR leadership, the Manager will promote company culture, manage engagement programs, and foster inclusion. This role also oversees leadership development programs, learning initiatives, and the assessment process.

KEY RESPONSIBILITIES



  • Analyze the learning needs of the organization and develop strategies to meet individual and company-wide learning objectives.
  • Working in close partnership with the HR leadership team (Tampa Electric and Emera), implement strategies to improve organizational culture, employee engagement, and overall workplace effectiveness. Conduct organizational assessments to identify areas for improvement.
  • Design, develop, and deliver training programs that address current skills gaps and future needs, including leadership development, technical training, soft skills, and compliance training.
  • Develop and deploy various types of training materials, including eLearning, facilitator guides, performance support tools, and job aids for multiple delivery methods.
  • Coach initiative champions, subject matter experts, content developers, and other instructional designers on designing, developing, and deploying learning programs.
  • Stay informed about the latest developments in learning trends, changes in learning theory, and advancements in learning technologies. Implement tools and methodologies to enhance learning experiences.
  • Oversee the LMS platform and participate in learning system development and curation.
  • Lead and manage the company's Tuition Assistance Program.
  • Support the development and facilitation of new hire onboarding.
  • Oversee the coordination, administration, and record keeping for selection assessments/testing.
  • Lead the Employee Engagement Survey full cycle process across Tampa Electric, including reporting.
  • Manage the I&D Council & Champions and lead the Employee Resource Groups.
  • Establish metrics to evaluate the effectiveness of learning and development programs. Report on key performance indicators (KPIs) to senior leadership.
  • Lead and support organizational change initiatives, ensuring that changes are smoothly and successfully implemented and that lasting benefits are achieved.



POSITION REQUIREMENTS



  • Bachelor's degree in Human Resources, Organizational Development, Business, or a related field. Master's degree preferred.
  • 6+ years of experience in learning and development, organizational development, or a related field, including at least 2 years in a leadership role. Demonstrated track record of progressive performance results and specific strengths in strategic thinking, large program development, and managing complex talent initiatives.
  • In-depth knowledge of adult learning principles; utility industry experience is a plus.
  • Ability to collaborate across multiple layers and departments within the organization.
  • Strong leadership and organizational skills, with excellent facilitation and presentation skills.
  • Strong project management and problem-solving skills, with the ability to manage several projects simultaneously in a fast-paced, growth-oriented, and time-critical environment.
  • Excellent interpersonal and team-building skills.
  • Strong oral and written communication skills, with the ability to express and exchange ideas, conduct presentations effectively, and build relationships with internal stakeholders.
  • Comfortable working within and across various platforms and technologies, including a learning management system. Proficient in Microsoft Office Suite.
