THE POSITION

DESCRIPTION OF WORK

In this position, you will be responsible for overseeing accounts receivable functions, which include processing various types of invoices, such as those for reimbursable activities and specific invoices pertaining to Marcellus shale, in accordance with Circular Letter No. SAP 2013-6. Your role will also encompass managing invoicing for construction unit overpayments and WEX liquid fuels tax refunds, requiring a thorough review of tax exemption data over the past year to accurately compute the annual refund claim. Additionally, you will handle accounts payable tasks, which involve processing payments for local and state bridge contracts, non-PO invoices, and cash advancements related to Right of Way (ROW) and other miscellaneous deposits. It is essential to ensure precise deposit processing and manage payments for winter agreements and PHEAA reimbursements, which necessitate analyzing raw data to ascertain the appropriate budget allocations for these payments. You will independently verify that all supporting documentation adheres to established policies and procedures while serving as a resource for county users in this area. In terms of budgeting, you will conduct reviews to confirm adequate balances for contract payments associated with local government, utilities, ROW demolition, and bridge inspections, while also managing cash flow for these contracts. Commitment reviews will be required for finalizing engineering agreements, and any unspent budget balances will be carried over to future fiscal years for subsequent allocation. Furthermore, you will provide assistance with budget analysis as necessary.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, after successfully completing the probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Montoursville.
  • Salary: Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $44,890.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Assistant; or
  • Three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; and graduation from high school; or
  • One year of experience in maintaining and reviewing fiscal records and an Associate degree in accounting or business administration; or
  • Any equivalent combination of experience and training.
