The Town of Needham seeks a professional and highly motivated individual to fill the position of Senior Project Manager within the Building Design and Construction Department. This position assists in coordinating a comprehensive program of renovation and construction of municipal buildings and manages, facilitates, and coordinates all aspects of the building process for new construction and renovation projects, in cooperation with user agencies and the Permanent Public Building Committee (PPBC).

Schedule: Monday, Wednesday, Thursday, 8:00 am - 5:00 pm, Tuesday 8:00am-6:00pm, Friday 8:00am-12:30pm (37.5 hours/week) CON #25065

Duties and Responsibilities
-
Specific position functions, among others, include:
- Assist in the development and updating of long-range plans and feasibility studies for municipal construction and renovation projects.
- Assist with the preparation of the department's annual operating budget, monitor monthly budget expenditures for operating and project budgets for potential deficits or cost overruns.
- Procure design and construction services in conjunction with appropriate colleagues, Town Counsel, and user agencies, coordinating the preparation of legal and Central Registry notices, and representing the Town in obtaining all permits and required local, state and/or federal approvals for assigned projects.
- Oversee, coordinate, schedule, and direct, as required, the work of Town design consultants and contractors, working to resolve any issues between consultants and contractors, users, and Town departments.
- Review Requests for Proposals, Requests for Qualifications, consultant agreements and construction contracts.
- Provide input into the design process, as necessary, to protect the best interests of the Town.
- Prepare regular project reports for Town use or for regulatory agencies.
- Act as project manager for feasibility, design, and construction projects, as assigned.
- Act as the Owner's Project Manager (OPM) for specific municipal and school projects in accordance with guidelines set forth by MGL c 149, paragraph 44A and the Massachusetts School Building Authority (MSBA).
- Attend meetings of the PPBC and other boards and commissions, when applicable, to provide information and technical expertise; serve as liaison between the PPBC and user departments and committees; serve on relevant boards and committees as assigned.

Requirements
-
The following requirements may be substituted by any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities required to perform the job:
- Duties require seven (7) to ten (10) years of relevant professional experience in building design, construction, construction management or a related field.
- Candidates are required to have an architectural, engineering, and/or technical degree in a directly related field.
- Valid motor vehicle license.
- Extensive knowledge of new construction and renovation, construction contracts and contract administration, project management, public contracting, budgeting, and scheduling.
Preferred Qualifications or the Ability to Obtain the Following:
- Candidates must be able to obtain and maintain a Massachusetts Certified Public Purchasing Official (MCPPO) certification with the inclusion of Design and Construction contracting within two years of employment.
- Candidates must be able to obtain and maintain OSHA-10 certification for construction within one year of employment.
- Professional registration as an Architect or Professional Engineer in Massachusetts is preferred.
- Experience with Massachusetts School Building Authority (MSBA) projects is preferred.
- Knowledge of, or registered in LEED, CHIPS or PHIUS is preferred.
