THE POSITION

We are on the lookout for a self-starter with a working knowledge of HR principles and practices, conflict resolution, complaint investigation, policy interpretation, and policies. DESCRIPTION OF WORK

As a Human Resource Analyst 2, you will be responsible for performing a broad range of employee relations personnel functions. This involves utilizing independent judgment while investigating charges of discrimination, harassment, and retaliation filed with the Equal Employment Opportunity Commission (EEOC), PA Human Relations Commission (PHRC), and the PA State Civil Service Commission (SCSC) by current and former employees. Work includes coordinating the DHS Performance Management process; reviewing performance reviews and self-reviews returned by DHS supervisors/staff; as well as serving as the Learning Management System (LMS) Administrator where you will work in conjunction with the DHS Performance Improvement Manager. You will also have the opportunity to oversee the progressive discipline process by coordinating with management and staff. This position requires an extensive working knowledge of County Leave Policies and the Family and Medical Leave Act, as you will be answering questions as well as providing information to employees and/or supervisors. Additional responsibilities include:

  • Conducting orientation and onboarding for all DHS new hires
  • Attending meetings, seminars, and in-service trainings
  • Preparing salary surveys, affirmative action reports, and other demographic reports
  • Representing DGS at fact finding conferences
  • Responding to inquiries regarding job postings
  • Serving as backup in the absence of HR Manager or Administrator

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience in the performance of technical human resource duties at the journeyman level, including experience in the area of the parenthetical; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
