Under the general supervision of the Vice President of Information Technology, the Business Analyst provides systems and process design for the implementation of IT software/application projects.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides systems and process design for the implementation of IT software/application projects.
  • Ensures project scope is aligned with stated business objectives.
  • Solicits, understands, and documents customer's business requirements, processes and workflows.
  • Develops both written and visual depictions of requirements and process flows.
  • Works with developers to create functional specifications that meet business requirements.
  • Serves as a subject matter expert for developers that are building functional specifications.
  • Works with programmers to test developed functionality.
  • Works closely with developers, application managers, application programmers, and end users through each stage of the software development lifecycle.
  • Demonstrates existing and new functionality for customer stakeholders.
  • Develops and maintains understanding of customer workflows and business needs.
  • Creates precise functional specifications to include functional hierarchy, workflow, business rules, interface design and definitions, outstanding issues, data analysis, and data mapping to clients and development staff.
  • Elicits comprehensive business requirements and use cases and recommends appropriate solutions.
  • Gathers requirements and assists in building and documenting specifications for development.
  • Develops high-level labor estimates to develop and deploy software/application functionality.
  • Conducts gap analysis between the application and stated customer requirements and collaborates with Architects and Developers to estimate project impact.
  • Works with Development, QA, and Production Support teams to communicate, verify, and test desired functionality changes.
  • Works with the clients to demonstrate the changes to the system and to ensure all relevant business needs are addressed.
  • Develops training materials and provides training in a one-on-one or classroom environment.
  • Manages multiple competing priorities through effective organization and communication.
  • Creates, builds, and updates project schedules, project charters, project plans, status reports, and work breakdown structures.
  • Defines business requirements.
  • Creates and implements project organization and communication plans which enable the project team to effectively work together to meet project objectives.
  • Creates detailed project design documents and task-level project plans to organize cross-functional teams.
  • Prepares meeting agendas and meeting minutes, distributes meeting documentation, and maintains and monitors action item lists.
  • Facilitates and leads department and steering committee meetings.
  • Creates, edits, and maintains IT documents including FAQ documents for users that detail common issues and how to resolve them without opening a help desk ticket, department documents that outline standard operating procedures and practices, and help sheets that can be distributed throughout the organization.
  • Works with external vendors in suggesting improvements that can be made to have better user experience for the entire network based upon experience with issues discovered when completing required tasks.
  • Performs related duties as assigned.

REQUIRED EDUCATION:

A Bachelor's Degree from a recognized college or university.

REQUIRED EXPERIENCE:

Four (4) years of full-time paid experience performing the following duties and responsibilities:

  • Overseeing systems and process design for the implementation of IT software/application projects.
  • Developing business requirements, processes, and workflows.
  • Creating project schedules, project charters, project plans, status reports, and work breakdown structures.
  • Developing training materials and providing needed training.

REQUIRED LICENSE(S).

A valid State of Michigan Driver's License with a safe and acceptable driving record.

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
