New Hanover County is seeking an experienced Risk Manager to join our team in the Office of the County Attorney. This is a unique opportunity for an experienced professional to lead and manage the County's risk management program, ensuring compliance with OSHA and ADA regulations while safeguarding taxpayer resources. Essential Duties include:
- Manages the County insurance portfolio, to include the procurement of bonds and insurance policies.
- Supervises, directs, and evaluates assigned staff.
- Identifies categories or areas of potential loss; analyzes each category in terms of frequency and severity to accurately measure financial liabilities; develops strategies to eliminate risks where possible.
- Determines risk and potential loss associated with various activities; prepares recommendations to fund for loss situations.
- Evaluates, structures, and negotiates risk transfer arrangements.
- Develops risk management strategy and policies.
- Researches and analyzes case law, policy forms and other publications and recommends insurance language changes and terms.
- Reviews legal contracts and ensures compliance with applicable risk management-related regulations and procedures.
- Establishes a reporting system for claims and for newly acquired or transferred property; reviews all property and liability insurance claims for reporting to insurance providers.
- Maintains records of claims and experience related to risk management activities; prepares related claims' reports.
- Manages mediations and depositions between claimants, assigned counsel, and insurance carriers to negotiate settlement amounts for cases in litigation.
- Recommends the purchase of various insurance coverage; stays aware of changes to new and existing coverage and changes in cost.
- Develops and maintains standards for insurance related matters and contract language,
- Reviews leases, contracts, and other legal documents to advise and comply with insurance-related matters.
- Employs strategies and training for all County employees in order to reduce worker compensation claims.
- Provides management oversight to the county's safety program and ensures compliance with state, local, and federal law and the expeditious investigation and accurate reporting of worker's compensation claims.
- Prepares and oversees the budgets for the Risk Management and Legal department.
- Prepares and manages the insurance budget for the County.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.
KNOWLEDGE AND SKILLS REQUIRED
Knowledge of philosophy, principles, and practices of risk management; various insurance coverage; loss control program analysis; claims investigation, processing, and settlement negotiations; funding methods for protection from potential risks; contract reviews, including transferring risk to independent contractors; products, services and financial strengths of the leading property and liability insurers; and documentation and record keeping principles.
Skilled in using computers and applicable software and modern office equipment; identifying facilities, conditions and situations conducive to potential exposure to loss; negotiations with insurance companies, brokers and representatives; evaluation of different levels of insurance protection; adjustment of property and liability insurance; maintaining adequate and legal record keeping system; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Salary Information:,
The
hiring range
for this position is $75,516 - $101,946 annually plus a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications

Required Education and Experience: Bachelor's Degree in Business Administration, or related field, and four (4) years of risk management experience that includes property and liability; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the specific position as listed above.

- North Carolina Insurance Property and Casualty License.
- Valid Driver's License and good driving record required at time of application.
- Valid North Carolina Driver's License required by first date of employment with good driving record.
