Plans, develops, and implements program/project development activities that affect broad mission areas. Activities include interacting with stakeholders and other groups; assessing capabilities and identifying various units to serve as change-agents; and ensuring appropriate program/project documentation and training are professionally executed and broadly shared. Advises management on a variety of technical information and program/project issues and solicits feedback from and communicates with frontline staff users. Provides programmatic coordination on high visibility projects, consulting with professionals in various sectors. Advises senior management on key issues/constraints to program/project development. Directs and/or participates in review of proposed technical information projects and programs, policy, and technical input. Serves as a product owner for software implementations, prioritizing deliverables to maximize benefit. Collaborates with management in carrying out analyses, feasibility studies, project design proposals through preparation of terms of reference, and making study teams available. Provides project development support on the design and implementation of mission-critical systems. Leads the design and development of new technical information programs/projects, initial reconnaissance of projects; preparation of scopes of work for feasibility studies; selection of study contractors; review, and approval of completed feasibility studies.
