Overview
The Deputy Chief Information Officer (CIO) is part of the Information Technology department and reports to the Chief Information Officer. The Deputy Chief Information Officer shares the responsibility of providing oversight of information technology across CIS and managing CIS's Information Technology department. As Deputy Chief Information Officer, you will help establish and execute the enterprise-wide IT strategy as well as IT governance processes (e.g., funding, architectures, technical standards, system and technology roadmaps). As Deputy CIO, you will be responsible for ensuring the alignment of CIS's information technology strategy with our enterprise business strategy as well as the delivery of all information and technology capabilities required to achieve successful business performance. As a member of CIS's executive leadership team, the Deputy CIO participates in and contributes to the overall enterprise business model, operating model, and business strategy development. The Deputy CIO brings current knowledge as well as future vision for leveraging information and technology in business model design, business capability performance re-engineering, and product and service development and support. Salary Range: $188,300 - $338,900

What You'll Do
- Assist in determining and implementing the operating model for information and technology to foster business-oriented and digital-ready culture, mindsets, and practices
- Contribute actively to enterprise strategy and business capability strategic planning, including the IT strategic plan and roadmap. Ensure integration of IT with the enterprise's strategic planning process and the resulting business strategy and plans
- Establish active relationships with C-level executives, business unit leaders, and members of their teams. Act as a trusted advisor to ensure all executive leaders can make confident decisions about the application of information technology within their units and across the enterprise
- Manage risks through the effective design, delivery, and management of IT capabilities for the enterprise ensuring they are delivered reliably, sustainably, cost effectively, and securely
- Ensure IT contributions are delivered with agility based on changing business objectives, goals, and strategies
- Direct the design and implementation of the IT operating model, organizational structure, and governance process. Use influencing and negotiating skills to create synergies across the enterprise to enable cost-effective and innovative shared solutions in achievement of business goals
- Maintain currency on emerging technologies and platforms. Provide direction on what emerging technologies should be assimilated, integrated, and introduced within the enterprise to ensure IT capabilities respond to the needs of the enterprise's digital business strategy
- Provide strategic direction and oversight for the design, development, operation, and support of IT systems and programs that fulfill the needs of the business, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management
- Participate in developing and managing the annual operating and capital expenditure budget for IT to ensure the investment in technologies is consistent with the enterprise's overall strategic objectives and is within plan
- Direct the development of the IT sourcing strategy and provide executive oversight for strategic vendor and partner relationship management
- Engage and collaborate with HR and key stakeholders to map out scenarios for IT workforce transformations
- Develop and maintain an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies. Balance the need for growing the agility required to achieve digital business objectives with ensuring core IT functions are reliable, stable, and efficient
- Ensure employees have the proper digital resources and work environment to be more engaged, productive, and effective
- Participate and partner with the business leadership team to drive culture change in support of digital business transformation
- Serve on enterprise planning and policymaking committees
- Provide leadership, coaching, and direction to the IT leadership team and staff
- Other tasks and responsibilities as assigned
What You'll Need
- Bachelor's degree in Computer Science, Systems Engineering, Information Technology, Business, or related field*
- 10+ years of experience leading a technical and dynamic IT department
- 10+ years of experience in large, cross-functional teams or enterprise- wide programs, influencing senior-level management and key stakeholders effectively across the organization and within complex contexts
- 10+ years in a senior management role with direct experience leading, managing, supervising, coaching, and mentoring teams
- Proven experience or demonstrated capability in leading large, complex and/or transformational initiatives in dynamic environments and taking advantage of digital opportunities to innovate business models and enable the digitalization of the business
- Ability to effectively communicate and instill confidence with peers and all key stakeholders
- Effective influencing and negotiating skills in an environment where resources may not be in direct control
- Excellent analytical, strategic conceptual thinking, strategic planning, and execution skills
- Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units
- Strong experience with financial management and budget process
- Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business and how they may be applied to the enterprise to drive digital business
- Demonstrated ability to develop and execute a strategic people plan that ensures that the right people are in the right roles at the right time and that employees are highly engaged and satisfied
- Ability to manage and drive performance of geographically diverse teams
- Excellent verbal and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to the IT workforce
- Demonstrated experience in strategy and strategic planning, organization design and development
- Must be authorized to work in the United States
It's a Plus if You Have:
- Master's degree in a related field from an accredited college/university
*Additional years of relevant experience or a combination of an Associate's degree or equivalent and relevant experience may be substituted for the Bachelor's degree.
