Position Title:AVP Supply Chain Strategic Sourcing Department:Supply Chain Job Description:

General Description:

The AVP Supply Chain Strategic Sourcing oversees the Contracting, Value Analysis, and Informatics activities for OU Health Supply Chain. Responsibilities include but are not limited to: planning and leading the contracting life cycle strategic and operational activities within the departments to include effective integration and implementation of a Supply Chain Informatics strategy. Leads the development and integration of data visualization tools, master data files, and Supply Chain ERP optimization across the enterprise. The Administrative Director, Supply Chain Strategic Sourcing is responsible for continuous improvement and the development of appropriate policies, procedures, and processes to ensure effective and efficient Supply Chain Strategic Sourcing operations. Identifies strategic value creation opportunities and cascades goals throughout the Strategic Sourcing department in order to achieve them.

Essential Responsibilities:

* Oversight of the OU Health Supply Chain Value Analysis Team to ensure identification and proper vetting of the potential cost saving and/or improvement of quality of care initiatives.
* To lead, direct, and manage non-labor contracting for OU Health.
* To ensure that the contract portfolio is effective, efficient, meets the requirements of the hospital and is optimized between the Group Purchasing Organization (GPO) and local contracts and agreements.
* To work closely with other members of the OU Health Supply Chain leadership team to ensure that contracts are created in the best overall interests of the enterprise.
* To create strategic alliances with suppliers to leverage volume and optimize price and spend.
* Develops and leads the standardization and consolidation of the contracting process for OU Health.
* Monitors markets to understand changes and product introductions to ensure contract portfolio remains relevant to market conditions.
* Develops and maintains departmental policies and procedures that ensure an effective and efficient purchasing operation. Provides recommendations to improve Procurement to Payment (P2P) process.
* Leads and/or directs improvement efforts with customers throughout OU Health, Supply Chain staff, and end users in order to enhance and execute daily work within the Supply Chain systems.
* Responsible for the overall measurement and analytic support within Supply Chain.
* Works in close partnership with OU Health IT Services leadership in relation to larger strategic needs across OU Health.
* Support and work extensively with the leaders of the Supply Chain as well as others within the hospital to assist with data accumulation, analysis, data visualization, preparation, and presentation.
* Works with others both within the department and OU Health to understand information needs, support requests for data and present analysis and recommendations.
* Overseeing technical projects in addition to redundancy and data backup in conjunction with disaster preparedness and downtime procedures.
* Establishes tools and mechanisms to gather, aggregate, measure and report on key cost, value, and operational issues.
* Creates and oversees processes to ensure strong internal controls related to vendor and item master files.
* Facilitate processes and support for the Supply Chain systems, managing changes and resolving issues that span work teams and the departments impacted by directing activities and staff in a cost effective and productive manner to achieve customer satisfaction.
* Ensuring the consistency and maintainability of existing applications by creating, supporting, and enforcing standards/procedures for implementing technical solutions.
* Use experience and judgment to manage and accomplish goals on complex Supply Chain Management issues where analysis of situations or data requires an in-depth evaluation of variables.
* Manage a portfolio of systems ranging from highly strategic and business critical, while seeking out improvements to enhance work function.
* Interviews, hires, conduct performance evaluations, trains and attends to personnel issues with staff under his/her area of responsibility.

Leadership

* Provide leadership and guidance to ensure that supply chain activities are cost effective, create value, and meet customer expectations.
* Demonstrate the ability within a team assignment to take a lead role in interpreting and applying resolution techniques; management of diversity in the workplace; effective communication and active listening skills, consensus-building and problem resolution practices in order to achieve team goals.
* Participate as a member of the varied hospital and medical center committees as necessary.
* Make public presentations and represent OU Medicine on boards, commissions, associations and committees as requested and approved by the Vice President, Supply Chain for OU Health.

Financial

* Function as a member of the OU Health Supply Chain leadership team participating in the development of operating and capital budgets, programs, policies and plans for the effective operation of the health system.
* Responsible to partner with OU Health management to pursue opportunities for reduction of expenses in equipment, supplies and service areas.
* Deliver cost savings and value maximization to the total cost of ownership of equipment, supplies and services while fulfilling the mission of the organization.

Process, Quality and Service Improvement

* Responsible for OU Health's compliance with all governing rules and procedures related to procurement and inventory management. This includes the monitoring and oversight of assigned departments, as well as organization-wide performance.
* Consult and collaborate with other OU Health administrators and managers to coordinate and implement interdepartmental operating procedures which improve procurement cycle activities.
* Create a culture within Supply Chain of commitment to impeccable customer service, responding to and handling patient or public concerns related to all aspects of supply chain activities.
* Implement and employ relevant performance and quality metrics for procurement cycle activities with a focus on process improvement, service enhancement and improved automation.
* Demonstrate creativity, imagination, initiative and good judgment in developing, organizing, and implementing ideas and programs.
* Maintain metrics, reports, process documentation, customer service logs, or training or safety records.

Human Resource/Personnel Management

* Provide professional leadership and direction to an appropriately prepared staff by actively recruiting and hiring exceptional staff. Plan, assign, and evaluate the work of that staff, and provide creative instruction and feedback to that staff on contemporary methods and procedures.
* Plan and implement organizational changes necessary to integrate staff from individual purchasing and materials management departments into a comprehensive supply chain function.
* Lead, direct and motivate diverse workers within a team-based assignment; effectively manage change in the workplace.
* Demonstrate the ability to work in a high-volume environment where great emphasis is placed on customer service and creative problem-solving skills.

Information Management

* Develop and implement effective monitoring systems to assure that standards and performance objectives are met and that laws, rules, regulations, and policies are followed in meeting the goals of OU Medicine.
* Establish well-defined metrics for departmental activities; work with all applicable OU Health and hospital databases.
* Ensure the dissemination of accurate Supply Chain data by producing clear, concise and appropriate reports.

Minimum Qualifications:

Education: Bachelor's degree in related field required. MBA Preferred.

Experience: 6 or more years of professional work experience, including at least 5 of progressive leadership experience. Large hospital, multiple campus facility experience preferred.

License(s)/Certification(s)/Registration(s) Required: Certified Materials & Resource Professional (CMRP) through American Hospital Association preferred.

Knowledge, Skills and Abilities:

Demonstrated track record of developing and implementing successful and comprehensive supply chain programs. Experience using metrics to drive decisions and working with external vendors. Demonstrated business understanding and ability to balance people/ organizational decisions with business considerations. Demonstrated working knowledge of multiple Supply Chain functional areas.

Demonstrated ability to build and maintain strong, effective working relationships with a variety internal and external stakeholders. Provides effective verbal and written communication to a variety of stakeholders from executives to staff.

Proven ability to solve complex problems effectively and manage multiple high priority deliverables. Demonstrated business acumen. Must be a strategic thinker, self-motivated and have excellent problem solving and project management skills.

Organization - proactively prioritize needs and effectively manages resources.
Leadership - guides individuals and groups toward desired outcomes, setting high performance standards and delivering leading quality services. Ability to maintain integrity and trust among leadership and staff. Proven ability to manage a team of professionals and lead a departmental function.

Proficient with the use of Microsoft Office tools and Supply Chain analytics.
