About the Position

Dexis Professional Services seeks to expand its roster of experienced Attorneys for an anticipated award. Interested applicants with a background in supporting the U.S. International Development Finance Corporation (DFC), the former Overseas Private Investment Corporation (OPIC), and the United States Agency for International Development (USAID) are encouraged to apply.

This contract will directly support the Office of General Counsel (OGC). OGC is responsible for providing the Vice President & General Counsel (VP/GC), Chief Executive Officer (CEO), Deputy CEO, Chief of Staff, Board of Directors, and other staff members with legal counsel on a wide variety of international finance, investment and banking issues, and administrative matters associated with the DFC's activities and mission.

DFC's coordination with the individual agency representatives, and their agencies, are critical to the effective execution of the agency's mission. Thus, the contractor will need to establish and maintain productive working relationships with DFC management and with staff at various federal agencies to help provide deliverables that support communication between DFC, the Board, and the federal agencies represented on the Board, as well as other federal agencies that interact with DFC or whose activities otherwise impact DFC's mission. These deliverables will support the DFC interagency coordination and review processes.


Responsibilities

  • Coordinate on DFC's routing of, and response to, issues going through the interagency process.
  • Track, and assist on the DFC input/comment on, executive orders, OMB circulars, andother executive branch policies and guidance that impact DFC. This support will include coordinating DFC inputs and comments and DFC implementation of the resulting agency requirements.
  • Obtains input from federal agencies regarding DFC projects and activities. This input should include any questions and concerns the partner agencies have regarding DFC projects and activities.
  • Engages with stakeholders across DFC, the U.S. Government, and private sector to strengthen partnerships, provide legal trend awareness, advance information sharing, and advocates for DFC equities.
  • Monthly Reports for DFC submission to the partner agencies. These reviews would need to, amongst other things, ensure compliance with the partner agencies' safe-harbor requirements and DFC directives.
  • Deliverables on other key interagency matters such as Treasury waivers, energy engagement guidance, and supply chain issues.
  • Consult with OGC, the business lines and other internal constituencies to identify program requirements and, where applicable, benchmark against programs run by development finance institutions (DFIs) and other relevant parties.
  • Respond to any comments arising from OGC reviews of the memorandum and perform such follow-up research and analysis as may be required.
  • At the direction of the government, prepare the required documentation for program implementation. It is expected this direction will be provided once the government has determined the manner in which it wants to implement this program. In accordance with direction provided by the government, the contractor will support implementation by drafting required documents for government review/approval. The contractor will also coordinate processes for routing required approvals within OGC and other relevant entities within DFC.


Qualifications

  • Must be a graduate of an accredited law school with an LLB. or J.D.
  • Must have a minimum of 10 years working experience as a licensed and practicing attorney, including transactional international development finance experience in project or corporate finance and/or direct equity investing. A familiarity with laws and regulations regarding federal procurement, ethics, and personnel is highly desirable.
  • Must hold or be able to obtain a Public Trust level security clearance.


Preferred Qualifications

  • Experience in energy, infrastructure, and finance issues. Must have an understanding of international development finance.
