General Summary of Position

Position Summary:

The Regional Program Manager is responsible for overseeing daily operations, staff management, administration, community engagement, grant management, financial and program performance data for MedStar Health's community health programs in the Baltimore region. This role ensures operational efficiency, implements protocols, and fosters a positive environment for both staff and patients. The Regional Program Manager will work closely with other clinical leaders to support the department's mission of bridging gaps in health care by improving holistic health outcomes and reducing health disparities. The ideal candidate will have experience with population health programs and be adaptable to a fast-paced environment, motivate staff, have excellent interpersonal and analytical skills, and manage multiple shifting priorities.This position will be supporting four FoodRx dietician sites and the regional Multi-Visit Patient/Readmission Programs.

Key Responsibilities:

Program Leadership & Operations:

* Oversee the day-to-day operations of multiple community health programs, ensuring effective coordination, implementation, and administration.

* Lead the development and execution of operational strategies to achieve department goals while ensuring adherence to organizational policies, quality standards, and safety regulations.

* Lead efforts in data collection, reporting, and analysis to evaluate program outcomes and identify opportunities for improvement.

* Track, report, and hold staff accountable to key performance indicators (KPIs), ensuring goals are met for improving social determinants of health (ie. food insecurity, transportation), quality metrics for chronic disease (A1c reduction), and other department metrics (ie. hospital utilization).

* Collaborate with clinical leads to implement new technologies, systems, and quality improvement initiatives to enhance patient and staff satisfaction.

* Participate in quality improvement initiatives and help guide program changes to improve patient care and operational efficiency.

* Manage new service line expansions and projects, including coordinating resources, timelines, and stakeholder involvement.

* Support strategic planning for program growth and the introduction of new services, including marketing efforts targeting the public and other healthcare providers.

Financial & Grant Management:

* Track expenses, oversee billing and collections, and ensure financial targets are met.

* Provide financial reports, including grant expenditures and budget updates, to ensure transparency and accountability.

* Assist with the preparation and submission of grant/philanthropy-based applications and complex operational budgets, as well as ongoing monthly reporting related to program performance and community health needs assessments.

Staff & Team Development:

* Lead recruitment, hiring, and training efforts for staff across multiple locations, including onboarding and orientation of clinical staff in collaboration with clinical leads.

* Supervise staff handling performance evaluations, training, scheduling, payroll, team building initiatives, and disciplinary actions in collaboration with HR.

* Manage operational workflows, including patient care services, staff coverage, scheduling, provide back-up support during peak periods and absences, and overseeing documentation workflows in the electronic health record.

* Ensure compliance with health information technology standards and contribute to system improvements as needed.

* Coordinate regular staff meetings to ensure alignment with MedStar Health's values, policies, and operational goals.

Community Outreach & Stakeholder Engagement:

* Represent the programs at internal and external meetings, committees, and community events to advocate for program success and support community health goals (including those scheduled in the evenings and/or during weekends).

* Coordinate outreach efforts to engage with internal teams, healthcare providers, and community organizations, aligning program objectives with local health needs.

* Develop public relations and communication materials in conjunction with marketing and clinical leads such as brochures, FAQs, and social media content to promote the programs and engage the public.

* Participate in occasional evening or weekend activities as required to meet community or program needs.

* Travel to MedStar Baltimore hospital sites and community sites where the program has embedded community programs

Perform other duties, as assigned, to support program success.

Qualifications:

* Education: Bachelor's degree in health administration, Business, Public Health, Nursing, Social Work, or a related field. Master's degree preferred.

* Experience: 3-4 years in practice management, project management, or managing population health initiatives. Experience in finance, data analysis, grant management, and community outreach are preferred.

* Licenses/Certifications: RN, BSN, MSN, MPH, MHA, MBA, or LCSW preferred.

* Skills & Abilities:

o Strong leadership, communication, and interpersonal skills.

o Excellent project management, analytical, and organizational skills.

o Proficient in Microsoft Office Suite (PowerPoint, Excel, Word).

o Experience with Electronic Health Records (e.g., Cerner, Athena IDX).

o Ability to manage staff performance and drive accountability.

o Flexibility and adaptability in a fast-paced environment.

o Cultural competency and a patient-centered approach.

This position has a hiring range of $70,428 - $131,310
