Director of Government Affairs and Public Policy

Steptoe is seeking a Director of Government Affairs and Public Policy with 10+ years of relevant experience (state and/or federal) to join the Firm's Government Affairs and Public Policy ("GAPP") practice group in its Washington, DC office. The Director ("GAPP") will be called upon to develop and implement strategic advocacy plans, analyze state and federal legislation and regulations, advocate on behalf of clients directly with policymakers, develop client- and policymaker- facing materials, and support other policy and regulatory work on behalf of clients. The Director also will pursue and support on business development efforts by the firm and GAPP group. An undergraduate degree from an accredited institution is required. Candidates must have strong interpersonal, communication, research, writing, and analytical skills.

Essential Functions
  • Lead efforts on client activities, working independently or in coordination with other team members.
  • Advocate on behalf of clients with state and federal policymakers.
  • Develop strategies and policies to help clients address challenges and/or opportunities at the state and federal level.
  • Manage client relationships, supporting the execution of deliverables including managing staff.
  • Conduct research and draft policy materials, e.g., one-pagers, and other proposals and advocacy materials.
  • Identify and monitor legislative and policy issues relative to Steptoe's clients and perform research and analysis on state and federal policy/regulatory opportunities.
  • Track relevant news sources, legislation of interest to clients, and prepare client updates.
  • Support engagement efforts with key stakeholders, legislators, committee members and staff to report on, provide insight and/or update on legislation for clients.
  • Attend client meetings, hearings, webinars, and other events as needed.
  • Attend and represent clients at insurance industry conferences and events, including the NAIC and NCOIL annual meetings.
  • Manage the development of comments and testimony on behalf of our clients.
  • Be available for meetings in Washington, DC in support of client activities and represent Steptoe in meetings and at events.

Minimum Qualifications
  • Bachelor's degree required and 10+ years working in a insurance policy roles in state and/or federal government.

  • Strong organizational skills, attention to detail, and ability to manage multiple projects in a fast-paced environment.
  • Ability to work independently and as part of a team, prioritize tasks, and manage time effectively. Must be a self-starter.
  • Good judgement, professionalism, and ability to demonstrate tact and courtesy in dealing with co-workers, clients, and external stakeholders.
  • Proven critical thinking skills and ability to grasp "big picture" concepts as well as granular complexities.
  • Highly flexible and adaptable to changing circumstances, capable of working independently and in a team environment.
  • Strong ability to manage and prioritize multiple tasks while maintaining a high degree of thoroughness and accuracy.
  • Experience working with state and federal legislators and regulators on insurance policy implementation and/or experience driving legislation or regulations strongly preferred.
  • Strong relationships with federal and/or state regulators working on insurance issues strongly preferred.
Work Environment
  • Available to work in the office 9:00 - 5:30 pm Monday through Friday.
  • Hybrid work arrangements may be available for this position

  • Available to work beyond regular hours as required by filing deadlines
The anticipated base salary for this position is $225,000. The actual base salary offered will be dependent upon the applicant's experience and qualifications, as well as other job-related factors, including but not limited to, relevant skills, education, certifications or other professional licenses held, and if applicable, geographic location.
