PRIMARY PURPOSE The Program Manager position at Correctional Health is primarily a Regulatory and a Compliance position. The position ensures compliance with the National Commission on Correctional Health Care, Texas State Jail Commission, Texas Juvenile and Justice Department and Joint Commission should they choose to carry oversite requirements, and all other relevant regulations related to healthcare governing and accrediting bodies for the assigned area. Facilitates maintenance of accreditation across all levels of the Parkland Correctional Health including adult and juvenile centers. Maintains health system survey readiness at all times. May serve as a resource and mentor to less experienced Regulatory & Accreditation Analysts or other new personnel hired into the department as assigned. MINIMUM SPECIFICATIONS Education Must have a bachelor's degree in healthcare administration, nursing, public health, or a related field. Experience Must have a minimum of six (6) years of experience in healthcare with exposure to regulatory requirements. Must have a minimum of one (1) year experience as a supervisor Must have demonstrated ability working with a regulatory survey. Must have experience with Stakeholder Management and the ability to maintain a working relationship with Dallas County Sheriff's Department, Dallas County Criminal Courts, Regulatory, Patient Safety and Risk, and Workplace Violence of our Parkland partners. Certification/Registration/Licensure Must obtain and maintain NCCHC Certified Correctional Health Professional within 1 year or by NCCHC guidelines. Skills or Special Abilities Must have a passion for correctional health risk assessment and business risk management. Must be able to demonstrate an expert knowledge of regulatory processes and methodologies. Must have practical knowledge of technology, products and domain areas. Must have strong organizational and time management skills. Be able to plan projects and lead the team that executes to that plan. Must be able to provide clear directions for the team in all the regulatory phases. Must have exceptional analytical, strategic and tactical ability, combined with relationship management skills and attention to detail. Must have excellent problem-solving skills. Must be able to prepare survey schedules, budgets, and reports. Must have a high level of attention to detail and have the ability to manage multiple pieces at once. Must be able to build and manage strong relationships with internal stakeholders throughout all levels of the organization as well as with the community leaders. Must be able to demonstrate superior written and verbal communication skills, with the ability to write clear, structured, articulate, and persuasive documents. Must be able to work autonomously with moderate supervision as well as in team setting. Must be able to demonstrate skills in utilizing Microsoft Office software such as Word, Excel, Access, PowerPoint, and Project, and Visio software. Responsibilities 1. Establish a common set of survey management processes, tools, and reporting functions and maintain the survey project management methodology. 2. Responsible for customer (CH leaders) satisfaction, resource utilization, survey project profitability and quality and process management. 3. Maintains a strategic focus and manages complex inter-project relationships. 4. Leads the coordination of strategic initiatives by partnering with senior leaders and other stakeholders to generate high-value solutions and sustainable results to strategic issues and opportunities. 5. Provides monthly oversight to report submittals to meet regulatory compliance standards. 6. Forecast resource utilization and capacity to establish and maintain a resource planning process that will allocate resources to approved survey program pieces based upon ranked priority. 7. Evaluates, recommends, and implements changes to survey management processes, methods, and tools to improve effectiveness, productivity, and efficiency that improve the overall goals of the organization. 8. Develops realistic timelines for survey project milestones and deliverables and coordinates multiple synchronous work flows to implement project goals on time. 9. Supervises the professional working relationships with vendors and partner organization staff at all levels to assess information exchange needs, feasibility, and potential mutual benefits. 10. Create survey project plans and track assigned tasks to ensure successful delivery against target dates. 11. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the organization. 12. Proactively identifies and communicates issues and risk. Recommends and implements mitigation and contingency strategies to ensure project health. 13. Stays abreast of the latest developments and trends, relevant to the work being conducted, by attending seminars/workshops, reading professional journals, and actively participating in professional organizations. Integrates knowledge gained into current work practices. 14. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impacts the team and the organization. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. 15. Responsible for daily program management tasks and supervision of support staff. 16. Selects, trains, motivates, supervises and evaluates assigned staff to ensure maximum utilization of individual and group capabilities. 17.
