Description
Essential Functions

  • Actively supports the Company's commitment to safety and its "Core Values."
  • Represents the Company at all times with high moral standards while adhering to the Company's "Code of Business Conduct and Ethics."
  • Directs the work of Estimating and Proposal Management teams.
  • Responsible for the delivery of complete bid packages, including schedule, execution plans, estimates, proposals as well as supporting attachments / exhibits.
  • Ensures compliance with the Delegation of Authority (DOA) and Bid Review processes, including coordinating the review efforts through the DOA approval levels.
  • Responsible for the production of accurate and reliable estimates and all supporting documents needed for internal review (project risk analysis, commercial analysis, estimating metrics, etc.).
  • Develops standard estimating metrics to be used for future estimates.
  • Ensures the quality of estimate reviews, including additional focus on historical metrics, basis of estimate, risk analysis and execution plan.
  • Works closely with Business Development in the identification, pursuit, and win strategy for proposals are in line with strategic objectives.
  • Works closely with Project Delivery teams and Business Development to develop "proposal management teams" per proposal effort.
  • Participates in opportunity strategy discussions, such as FEL Development, FEED efforts, job walks, peer reviews, etc.
  • Collaborates with the members of the MSI leadership to identify deliverable methods and processes that align with strategic vision of operational group(s).
  • Ensures policies and standard operating procedures in line with DOA and corporate policy(s) are implemented within the proposal delivery team and processes.
  • Provides advice, guidance, and leadership direction to supporting team members.
  • Participates as needed in the resolution of escalated challenges or issues.
  • Develops, directs, coordinates, and motivates a competent and cohesive delivery team through effective communication, delegation of responsibility, accountability, and professional development.
  • Performs other responsibilities, as directed, or otherwise required.


Qualifications

  • Bachelor of Science degree in Construction Management or related field; equivalent experience/knowledge without degree.
  • 8+ years of experience in estimating, proposals, operations, construction and/or project management.
  • Knowledge of Capital Construction and EPC delivery models, clients, and market services to be provided.
  • Understanding of corporate and industry practices, processes and standards and their impact on project activities.
  • Ability to interact and work effectively with personnel at all levels of the organization, as well as with members of management in client companies.
  • Ability to influence and manage others who are not in the direct reporting chain.
  • Strong knowledge of construction, estimating, engineering design processes, and project management.
  • General understanding of functional support groups, such as business development, legal and risk, HSE, project controls, quality, supply chain, human resources and
