JOB SUMMARY
This Director level position will be responsible for the traditional Sponsored Programs Administration (SPA) Post-Award financial management and oversee aspects such as Financial Reporting, Maintenance and Closeout. The current annual research portfolio is $761M across various funding streams. Attention to detail, effective leadership qualities and ability to deliver on-demand analysis and metrics from our systems and look for efficiencies in these processes. This position should anticipate working across SPA leadership lines on various initiatives as well as partnering with Academic Affairs and Financial Affairs to be a solutions-oriented driver to a myriad of opportunities which occur throughout the business of Research Administration at the University level.

  • Education
    Bachelor's Degree in related field, or equivalent.


  • Experience
    7 years progressively responsible related experience to include at least three (3) years in supervisory capacity.


JOB DUTIES



  • Directs and coordinates activities for the Office of Sponsored Programs Administration at the UT Southwestern Medical Center. Oversees supervisors and/or subordinate managers to include establishing priorities.
  • Responsible to lead, manage, and oversee activities with external sponsors including federal, state, local, private agencies and the processing of subsequent awards. Works closely and effectively with the peer Director to ensure financial obligations are coordinated and met including prior approvals.
  • Recommends changes, reviews progress, approves proposals and oversees the development and maintenance of procedures.
  • Leads and coordinates efforts with Information Resources to support personnel to develop, maintain and manage electronic grant proposal systems, databases, web pages and reporting.
  • Implements and oversees an on-going educational and training program for faculty and staff.
  • Manages utilization of various resources to maintain maximum efficiency and meet performance objectives.
  • Responsible for design, execution, and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, and financial information is reliable.
  • Works with UTSW Deans, Vice Presidents, Directors, and other senior leadership to obtain necessary support for administrative actions that impact sponsored awards management and facilitate the introduction of research administration initiatives for faculty.
  • Initiates process redesign to improve operating metrics and service levels provided to Medical Center grant and contract recipients, departmental administrators, and central staff. Identify and recommend system enhancements to minimize obstacles, streamline processes, and increase efficiency of grant and contract related activities.
  • Provides senior leadership support for the development of institutional policies, procedures and training that support the conduct of pre-award sponsored programs, research compliance, and information technology supporting research administration.
  • Advocates research administration initiatives among UTSW leadership and the research community.
  • Represents the interests of the Dean, Chairs, faculty, VP-FA, and staff in defining, developing, and implementing institutional business operations that effectively encourage and support sponsored activities and compliance.
  • Liaisons with extramural sponsors, Federal, state and local governments, and private sector agencies on matters relating to sponsored programs administration.
  • Monitors Medical Center sponsored funds and activities according to Federal and state regulations and guidelines, including Federal Office of Management and Budget Circulars A-110, A-21 and A-133. Interpret regulations and guidelines for the Medical Center and advise on policy and procedure development. Evaluate risks and initiates changes where appropriate. Maintain current expertise in all applicable rules, regulations, guidelines and proposed changes to such.
  • Develops annual operating plans and budgets to reflect resources required in achieving objectives. Oversees department budget expenditures and scheduling.
  • Ensures compliance with applicable laws, regulations, policies, and procedures. Maintains confidentiality as appropriate.

  • Oversees the proposal, financial, and accounting aspects of the Medical Center's sub-awardee monitoring activities, including reviewing the financial risks inherent in doing business with the sub-awardee and reviewing the cost-allowability of sub-awardee invoices and ensuring compliance with Federal regulations and both prime and sub-awardee terms and conditions.
  • Performs other duties as assigned.
  • Oversees the preparation and execution of agreements and research subcontracts with federal and non-federal sponsors.
  • Oversees and monitors audit activities by Federal, state and independent auditors. Assist departmental personnel with audit activities. Maintain records of audit activity.
  • Directs the preparation of required financial and accounting reports to sponsors. Close out Medical Center accounts according to Medical Center and sponsor agency policy and good accounting practices.
  • Oversees the billing and collection activity related to all grant and contract revenue. Assure appropriate controls, systems and reconciliation processes are in place.
  • Oversees the development and preparation of the indirect cost recovery (F&A) proposal; coordinate negotiations with the Medical Center's cognizant agency.
