Job Description: Duties/Responsibilities
- Responsible for the contract portfolios of multiple Business Areas as a Manager of Managers within a tiered organizational structure
- Provide guidance, support and mentorship to Contracts staff in the areas of capture and shaping strategy, solicitation/request for proposal review, terms and conditions analysis, Delegation of Authority interpretation and level of review determination, proposal development, contract negotiation, contract management, change management, and contract closeout
- Manage team performance for timely compliance with regulations, corporate policies, functional procedures, and internal directives
- Address escalations involving the interpretation of contract requirements, assessment of risk and mitigations, advising of complex disputes and contract changes
- Build and maintain highly effective working relationships with internal and external customers
- Act as an industry leader with functional knowledge on the cutting edge of understanding industry trends and anticipating regulatory changes/impacts; proactively manage organizational change for the Contracts function
- Mentor a pipeline of leadership talent to develop the future functional leaders of tomorrow; provide guidance on development plans for career growth, and foster an environment of continuous learning, compliance, transparency, and collaboration for our team culture
Skills/Abilities
- Deep level of understanding of the Federal Acquisition Regulations (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards, and government agency specific regulations, with expert level knowledge for Government and Department of Defense cradle-to-grave contract management for a variety of contract types and for OTA Agreements
- Excellent oral and written communications skills and the ability to effectively interact at all levels within the organization and with external customers at executive levels
- Expert level understanding of crafting negotiation strategies, understanding the complexities of financial terms, analyzing risk in terms and conditions analysis, and interpreting key performance indicators for a large corporation
- Direct experience with shaping and capture during the full acquisition process for sole source and competitive opportunities; demonstrated understanding of DoD Acquisition Lifecycle Management, DoD Instruction 5000.02, Operation of the Defense Acquisition System, and other commercial industry specific standards
- Familiarity with EMD, LRIP and Production/Sustainment Programs with Earned Value Management System Requirements
- Ability to demonstrate strong leadership towards directing and empowering teams, processes, and projects with results; experience leading process change and transformation initiatives across a wide variety of stakeholders
- Ability to thrive in ambiguity and effectively manage competing priorities and deadlines, able to manage multiple complexity and organize actions in a fast-paced environment while setting an example with a positive energetic demeanor
- Ability to lead and influence internal and external customers at an executive leadership level
- Proficient in Microsoft Office applications and ability to learn and continuously improve our use of systems, tools, policies and procedures
Education
- Bachelor's degree in relevant field of study required; advanced degree preferred.
- Professional Certifications (e.g. CFCM, CPCM, etc.) preferred
Experience
- 15-20+ years of Contracts functional expertise within the aerospace, defense, and national security industries
- A minimum of 10 years of progressively expansive organizational leadership experience in the aerospace, defense and national security industries, culminating in an executive leadership role, responsible for multiple business units to accomplish key corporate objectives
- Security Requirement: US Citizen with active US Top Secret/SCI clearance with SAP access required
