The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport, and the North Perry Airport is seeking qualified applicants for the position of Facilities Maintenance Superintendent. The Facilities Maintenance Superintendent is responsible for managing maintenance and repair activities for the Fort Lauderdale-Hollywood International Airport and related facilities in a 24/7 environment. Work involves providing coordination and supervision to subordinate supervisors over skilled trades persons and labor crew to implement the airport maintenance program, which includes maintaining the airport terminals, runways, roadways, and systems by FAA regulations and County policies and procedures. Plans and executes preventative maintenance programs, analyzes time, labor, and material requirements to ensure organizational efficiency, and supervises subordinates in a manner conducive to high performance and positive morale. Other responsibilities include hiring trades personnel and subject matter experts for maintenance contracts and capital equipment purchases.

All Aviation Maintenance Division employees must be able to perform rotational shift work and/or overtime (holidays, weekends, and emergencies) in support of operational needs in a twenty-four (24) hour per day/seven (7) days per week operation

Minimum Education and Experience Requirements
Requires ten (10) years of technical experience in building maintenance and construction including one (1) year of lead work/supervisory experience.
Special Certifications and Licenses
  • Must possess a valid Florida Driver's License with the authority to drive a county vehicle for the duration of the appointment.
  • Ability to obtain/maintain Airfield driving privileges.
  • Ability to obtain/maintain Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.
Preferences
  • Bachelor's degree in construction management or related field
  • 2+ years of construction project management experience
  • 2+ years of Airport facility maintenance and operations experience
  • PeopleSoft purchasing experience
  • Maximo work order system experience
  • Kronos timekeeping experience
  • Advanced certificate specific to one of the Airport skilled trades: Refrigeration Mechanic, Carpenter, Electrician, Electronic Tech, Plumber, Maintenance Mechanic, or Painter
  • 2+ years' experience in Capital Asset Management including Budgets
  • AAAE Certified Member or AAE Accreditation

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class.

  • Directs through supervisory subordinates the work of the skilled journey-level trades including carpenters, plumbers, electricians, electronic technicians, mechanics, painters, and HVAC/Refrigeration mechanics the maintenance and repair of the airport terminal buildings, airfields, parking garages, roadways and all maintenance equipment and support systems.
  • Develops and administers the preventative maintenance program for all airport facilities, systems and assets.
  • Analyze repair processes and associated expenses to ensure efficiency and make recommendations related to the repair or replacement of systems and assets.
  • Inspects construction projects performed under contract for compliance with specifications and reviews plans and specifications for future development and construction.
  • Perform administrative tasks associated with managing a large, skilled labor workforce.
  • Prepares and maintains necessary records and reports; attends meetings and conferences concerned with code enforcement and enforce provisions of the Florida Statute 399 and related regulations.
  • Adheres to local, state, and federal regulatory requirements as applicable to the area of assignment.
  • Performs related work as required.

Management may assign additional functions related to the type of work of the job as necessary.

Manages and supervises the maintenance, repair, and remodeling/renovations of agency buildings, facilities, amenities, infrastructure, grounds, and natural areas.

Interacts with customers, contractors, other facilities staff, and other County agencies about maintenance and/or personnel issues; visits and inspects facilities in a portfolio to monitor the condition of the property and gauge the performance of the staff assigned to maintain that facility.

Reviews compliance and exception reports and undertakes appropriate action based on the data; manages capital improvement and maintenance projects, either directly or through subordinates; identifies, budgets, and submits new projects for each fiscal year.

Conducts and attends staff meetings, project coordination meetings, construction meetings, scheduling meetings, vendor meetings and customer meetings.

Reviews work management data to ensure compliance with agency objectives and drive performance improvements.

Responds to facilities emergencies and deploys appropriate resources and resolves facilities operational problems; develops, administers and evaluates a comprehensive preventive maintenance program; recommends building repairs and improvements, estimates time, labor and materials required, maintains records, prepares and submits reports, inspects and approves supplies.

Extracts data, from various computer programs, to produce reports, evaluate and assess work production/timelines and budget expenditures.

Consults with executive administration and agency administrations to ensure policies adhere to local and federal regulations, insurance requirements and legalities; designs, deploys, and maintains security and life-safety capabilities to meet the County's facility security and risk-based goals.

Ensures that assigned projects are properly resourced to successfully provide the contracted services; reviews and coordinates the work of professional and administrative personnel engaged in the direct delivery of security and life-safety services; reviews, recommends, selects, and approves security and life-safety equipment installation in new construction and equipment modification in upgrades.

Develops and supervises a comprehensive preventive maintenance program for security equipment.

Reviews contracts to provide input on their creation or to determine contractor compliance. Reviews lease agreements, codes or guidelines.

Engages in human resources activities: trains staff, conducts performance evaluations, reviews subordinates' performance evaluations of their employees, ranks applicants, participates in interviews, and undertakes corrective counseling, termination and disciplinary recommendations, reviews documents, some of which require approval: time cards, leave requests, mileage reimbursements, purchase requisitions, purchasing card transmittal forms, and capital project justification forms.

Coordinates specialized repairs or improvements with contractors and vendors; reviews construction plans, inspects and approves work performed.

Performs related work as assigned.
