Executive Service Training Officer 2 Tennessee Corrections Institute Tennessee Corrections Institute Training Division Clinton, TN Salary: $5,050.00 - $7,570.00 Closing Date: 03/10/2025 Travel required 50% of the time.Background Check: This position requires a criminal background check. Job Overview: Summary: This position reports to an Assistant Director of Training and is responsible for professional administrative training work of average to substantial difficulty; oversees the East Tennessee Regional Training Site located in Clinton, Tennessee; and performs related work as required. Distinguishing Features: Anemployee in this class manages the training activities for the East Tennessee geographical training region that consists of twenty (20) or more local adult detention facilities spread across ten (10) or more counties. An employee in this class will be required to work as a member of a team or solo on content and curriculum projects, compliance projects, and other training related projects as deemed necessary. An employee in this class will be required to instruct and facilitate various classes that are germane to the law enforcement and corrections field, this includes but it not limited to Basic Corrections Officer Training, leadership development, instructor development, and continued annual inservice. An employee in this class will be required to complete master instructor certification courses and deliver training in less-than-lethal weapon system, firearms, and defensive tactics. Though this position has no direct reports at this time, this position may have administrative support personnel essential to the TCI Training Division assigned to it in the future, this role collaborates with and oversees the training work outcomes and compliance of corrections facilities at local county and municipality governments as mandated by statutory requirements that span across their geographical region. This position may have to provide non-supervisory guidance to the agency's operations compliance specialists and other members as required. This role performs central personnel training, coordinative, and developmental work regarding core curriculum and major statewide training programs. This role assists in the development and creation of conduct and training material, the development of curriculum, and monitors training outcomes for compliance and quality assurance. Work Activities: 1. Coaching and Developing Others (5%): Coaches agency employees, trainees, and customers on programs, TCI minimum standards and other information to ensure compliance with departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures. 2. Training and Teaching Others (10%): Develops or modifies agency-specific training materials based on defined objectives, participant needs, and delivery methods for employee learning and development. Facilitates agency-specific training through various delivery methods to enhance employee and/or vendor development in compliance with departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures. Reviews training curricula, methods, materials, and reports to ensure appropriate content, relevance, and clarity. Reviews and approves local correctional lesson plans. Designs comprehensive series of courses for the department to enhance required knowledge, skills, and abilities. Facilitates training mandated by the Department of Human Resources to comply with State learning and development rules. Facilitates training for trainers to increase the scope of learning and development. Delivers agency-specific training to internal and external customers to facilitate learning and development. Conducts training needs analyses and confers with agency staff and subject matter experts to determine training needs. Identifies third-party contractors with the necessary credentials to provide specialized training. Develops surveys, tests, and other tools for evaluating courses and participants' learning to ensure training needs are being met. Applies principles of adult learning to the development and delivery of training to create an optimal learning environment. 3. Analyzing Data or Information (5%): Analyzes data from tests, surveys, and other evaluation tools to assess what knowledge, skills, and abilities were acquired, whether they transferred to the job, and trainees' perceptions of the overall quality and effectiveness of training programs. Interprets data and identifies performance deficiencies between trainees' knowledge, skills, and job requirements. 4. Organizing, Planning, and Prioritizing Work (10%): Coordinates resources to ensure effective and efficient project management goals are met. Identifies staff work priorities to ensure the most important work is completed first based on work experience, supervisor guidance, and departmental, state, and federal laws, rules, regulations, and guidelines. Negotiates rates with external vendors (presenters, hotels, etc.) within their region and be responsible for budgeting relative to their region and financial reporting to the Fiscal Director and Training Director. 5. Selling or Influencing Others (2%): Promotes positive ideas surrounding new training and policy initiatives to obtain staff and customer buy-in. 6. Scheduling Work and Activities (10%): Coordinates activities for events such as conferences, seminars, symposiums, training, workshops, or related events to enhance employee and 7. Reviews training programs, lesson plans, methods, materials, and reports to ensure appropriate content, relevance, and clarity. Research and participate in the selection of the most appropriate consultant or vendor using referrals, advertisements, and interviews to provide internal and external customers with the most relevant learning methods. Evaluates training goals, available resources, training participants, and subject matter in order to determine course length and training method, such as group discussion, lecture, and/or demonstration. Evaluates unit work priorities and assigns duties based on staff skill level and task urgency to ensure work is completed timely and efficiently. Provides information to management to assist in problem-solving and finding solutions to ensure agency efficiency. Observes the performance of vendors, contractors, and agency trainers to ensure compliance with contracts, policies, and procedures and to provide feedback to management regarding vendor performance and retention. Recommends the future use of agency-specific contract vendors to management to ensure internal and external customers' needs are being met. Reviews customer surveys of trainers, materials, and venues to assess effectiveness and make recommendations to management regarding future use of trainers and materials. Assists Training Director with researching and promoting technology ideas, trends, and solution-oriented information. 8. Developing Objectives and Strategies (2%): Uses agency goals to assist management in establishing long-range learning and development. 9. Communicating with Persons Outside Organization (3%): Communicates agency rules, regulations, policies, procedures, and documentation to external customers to facilitate understanding, enhance communications, and ensure compliance. Presents agency-specific information to community partners and at other speaking engagements to inform the public of services available from the agency. Maintains an open dialogue with external customers to ensure effective and efficient communication. 10. Performing Administrative Activities (5%): Maintains reports, files, and logs as required to ensure compliance with departmental, state, and federal laws, rules, regulations, and best practices. Responds to emails, phone calls, and other correspondence to ensure great customer service. 11. Communicating with Supervisors, Peers, or Subordinates (5%): Communicates agency rules, regulations, policies, procedures, and documentation to facilitate understanding, enhance communications and ensure compliance. Maintains an open dialogue with internal customers to ensure effective and efficient communication. Monitor Processes, Materials, or Surroundings (5%): Identifies performance deficiencies, training needs, and training content needed using assessment data to improve the quality-of-service delivery. Creates an optimal learning environment by verifying that equipment is available and functioning properly prior to and during training events. Ensures materials and supplies are readily available for trainings. Ensures the training location is set up appropriately for training events by arranging chairs, tables, course materials, equipment, and other items as needed. 13. Establishing and Maintaining Interpersonal Relationships (7%): Develops and maintains professional working relationships with internal and external customers, management, and subordinates to enhance productivity and efficiency. 14. Interacting With Computers (10%): Enters necessary information into agency-specific database tracking software as required by current procedures to capture data. Uses office productivity software including but not limited to word processing programs, spreadsheets, presentation software, web-based email, instant messaging, Learning Management System, and search engines to meet agency goals. Utilizes Acadis/FTACS to retrieve, update, and analyze information as it relates to classes taken, test scores, attendance, and other relevant information. Specialized training software that is utilized for the creation of electronic learning, content creation tools and software, editing tools and software, and publishing tools and software, such as Articulate Storyline, Blastersuite, Corel Photoshop Ultimate, Sony Movie Studio, Xara 3D Maker, Wondershare Filmora, Vegas Studio, and Adobe. This position is required to be fluent in programming languages such as HTML, CSS, JavaScript, and visual basic. 15. Processing Information (5%): Compiles agency-specific information from internal databases to ensure compliance with agency standards, policies, and procedures. 16. Monitoring and Controlling Resources (6%): Assists management in selecting the most cost effective and practical training options to ensure effective use of agency resources. May oversee training inventory and purchasing to ensure the appropriate amount and type of equipment, supplies, and materials are available for training needs. 17. Getting Information (5%): Obtains information from surveys, focus groups, trainings, conferences, and other available sources to assess training needs from an individual to agency-specific level. Researches the Internet and/or other sources for relevant learning and development opportunities for agency-specific employee development. Competencies (KSA's): Competencies: Knowledge: Skills: Abilities: Toots and Equipment Used: Minimum Qualifications: Education and Experience: Education equivalent to a bachelor's degree from an accredited college or university and experience equivalent to three years of full-time professional work in one or a combination of the following: academic teaching; educational administration; training coordination, development of instructional materials for academic programs; monitoring training compliance; or training in the field of corrections. It is mandatory that the incumbent, upon hire orbefore, will be required to complete the TCI Instructor Development and any specialized course as directed. Must have two or more years of experience in creating and approving curriculum, two years of experience being the lead Facility Training Officer (FTO) in a correctional facility, and two or more years of management or administrative experience is required. Substitution of Experience for Education: Any teaching or training experience, or any remaining professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of five years to include two years ofprofessional experience in delivering local correctional training.
