This job classification has moved to a salary step structure as of January 1, 2025. Individuals hired into the classification will typically be appointed at step 1 of the salary range. They will advance to step 2 after working in the position for six (6) months, to step 3 one year from the hire date, and to steps 4 and 5 at one-year intervals thereafter. Each salary step progression will provide a 5% increase to the employee's base salary until step 5 is reached. The salary range for this job classification is $133,473.6 - $162,240.

The negotiable salary offer for the Section Manager, Systems Maintenance will be between $133,473.60 - $147,160.00/annually commensurate with experience and education.

Current Assignment
The San Francisco Bay Area Rapid Transit District (BART) is recruiting to fill one (1) vacant position. The Section Manager, Systems Maintenance, manages, supervises and coordinates automatic fare collection, train and yard control, computer, communications, telecommunications and other Systems Maintenance equipment maintenance, installation and repair activities and operations on an assigned shift; coordinates assigned activities with other shifts, divisions, outside agencies and the general public; provides highly responsible assistance to the Superintendent of Systems Maintenance; and performs related duties as assigned.


Examples of Duties

  1. Oversees and coordinates the organization, staffing and operational activities on an assigned shift responsible for the installation, modification, maintenance and repair of automatic fare collection, yard and train control equipment such as switches, interlocking system, multiplexes, sequential occupancy relays, communications equipment and real time and process control computers.

  2. Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.
  3. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  4. Plans daily, weekly and longer term work schedules and projects; directs, coordinates and reviews the work plan for assigned shifts involved in systems maintenance. Determines needed materials, supplies and labor requirements to complete assigned work.
  5. Assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

  6. Coordinates automatic fare collection, train controls, communications, computer system and other Systems Maintenance equipment maintenance, installation and repair activities with those of other shifts, divisions and outside agencies and organizations.

  7. Conducts on-the-job training for assigned employees including safety practices; ensures employee and contracted staff compliance with all health and safety requirements.
  8. Provides assistance in the acquisition, maintenance and repair of equipment; recommends equipment to be purchased; maintains preventative maintenance schedules for calibration, equipment, vehicles and related equipment.
  9. Performs monthly inspections on equipment; schedules inspection staff; maintains documentation as required.
  10. Selects, trains, motivates and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; maintains high morale and productivity of staff; implements discipline and termination procedures.
  11. Provides staff assistance to the Superintendent of Systems Maintenance; participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
  12. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of automatic fare collection, train control, communications and computer system equipment maintenance, installation and repair.

Minimum Qualifications

Education:
An Associate of Arts/Sciences degree in digital electronic technology or in a closely related field.

Experience:
Four (4) years of (full-time equivalent) verifiable train control or Automatic Fare Collection and Electronic Maintenance or communications or computer or other Systems Maintenance area, maintenance and repair experience which must have included at least two (2) years of administrative and/or supervisory experience.

Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for year basis.

Other Requirements:

Must possess a valid California driver's license and have a satisfactory driving record.

Must be willing to work overtime and during off-hours to provide supervision to other shifts.

  • Operations, services and activities of a comprehensive automatic fare collection, train control or communications or computer system or other System Maintenance area equipment maintenance, installation and repair program.
  • Process control/real time computers or analog and digital electronics, electrical circuitry, or electro-mechanical equipment operation.
  • Methods and techniques of preventive maintenance and repair of automatic fare collection, or train control, or communications or computer system or other Systems Maintenance equipment.
  • Methods and techniques of troubleshooting and diagnosing equipment failures.
  • A variety of computer systems and programs utilized in train maintenance systems.
  • Train operating procedures, systems and hardware.
  • Occupational health and safety rules and regulations.
  • Operational characteristics of automatic fare collection, train control systems or computer systems or other Systems Maintenance systems.
  • Terminology, methods, practices, and techniques used in report preparation.
  • Principles and procedures of record keeping.
  • Current office procedures, methods, and equipment including using the District's computer based applications such as maintenance management, time keeping, or other PC applications such as, excel, lotus notes, word, etc.

  • Implementing and interpreting goals, objectives, work rules, policies, procedures and work standards.
  • Preparing, maintaining and reviewing equipment maintenance schedules, documents, records and reports.
  • Maintaining accurate records regarding work performed, materials and labor required using the District's computer based applications such as maintenance management, time keeping, or other PC applications such as, excel, lotus notes, word, etc.
  • Exercising sound independent judgment within general policy guidelines.
