We are seeking a highly skilled and experienced Right-of-Way (ROW) Program Manager with a strong focus on planning to join our dynamic national Planning team out of our Fairfax, VA, Washington, DC, or Baltimore, MD area offices. The ideal candidate will oversee the planning and management of the ROW acquisition process, ensuring compliance with federal, state, and county regulations. This role is crucial for the successful execution of infrastructure projects and requires a strategic thinker with excellent organizational, communication, and project management skills. The candidate will coordinate with stakeholders, provide strategic guidance, and ensure timely project delivery. A proven track record in ROW management, particularly within large-scale public transit projects, is essential.

Key Responsibilities:

Program Planning and Coordination:

  • Work with agency clients to develop and implement comprehensive right-of-way acquisition strategies that align with project goals and timelines.

  • Coordinate with project stakeholders, including engineers, environmental specialists, government agencies, landowners, and legal teams, to ensure seamless project execution.

  • Manage project schedules, budgets, and resources to meet or exceed project milestones and deliverables.

Stakeholder Management:

  • Serve as the primary point of contact for internal and external stakeholders, including government agencies, utility companies, and community groups.

  • Conduct public meetings and hearings to present project plans and address community concerns.

  • Develop and maintain strong relationships with property owners and other key stakeholders to facilitate smooth project progress.

Team Leadership and Practice Development:

  • Lead and mentor a team of right-of-way agents, planners, and support staff, fostering a collaborative and high-performance work environment.

  • Provide training and development opportunities to enhance team capabilities and ensure compliance with best practices and regulatory requirements.

  • Promote STV visibility and support team career development through active participation in industry organizations and through presentations and papers that highlight accomplishments and innovation.

Right-of-Way Acquisition:

  • Lead the acquisition process, managing all aspects from initiation to completion, ensuring efficient and effective property acquisition.

  • Ensure compliance with all federal, state, and local regulations governing right-of-way acquisition.

  • Coordinate and oversee the various teams, including acquisition agents, relocation agents, and appraisers, as well as the title research and environmental assessment processes, to facilitate property acquisition and relocation.

Documentation and Reporting:

  • Oversee the maintenance project documentation accurate and up-to-date records of all right-of-way transactions, agreements, and project activities.

  • Prepare detailed reports and presentations for senior management and regulatory agencies.

  • Monitor and report on project progress, risks, and issues, implementing corrective actions as needed.

Qualifications:

  • Bachelor's degree in urban planning, Real Estate, Civil Engineering, or a related field.

  • Minimum of 10 years of experience in right-of-way acquisition, land use planning, or related fields.

  • In-depth knowledge of federal, state, and local regulations related to right-of-way acquisition processes.

  • Excellent negotiation, communication, and interpersonal skills.

  • Proficient in project management software and tools.

  • Ability to manage multiple projects simultaneously and work under tight deadlines.

  • Certified General Appraisal, Professional certification in right-of-way (RWP, SR/WA) or project management (PMP) is a plus.

Compensation Range:

$122,944.48 - $163,925.98
