Summary:

The Governance Plans Division (GPD) Task Lead shall be responsible for GPD tasks and work efforts addressed in this TO for Enterprise Technology Integration, Governance, Engineering, and Requirements (ETIGER) II.


Responsibilities

Essential Job Functions:

  • Lead the creation and maintenance of governance structures, policies, and procedures to ensure alignment with organizational objectives and compliance requirements.
  • Collaborate with senior leadership to develop strategic plans that integrate governance considerations into all aspects of IT operations and project initiatives.
  • Ensure the effective implementation of governance policies across all teams, providing guidance and support to promote adherence and understanding.
  • Identify potential risks related to governance and compliance, developing mitigation strategies to address these challenges proactively.
  • Establish metrics and monitoring systems to evaluate the effectiveness of governance plans, making data-driven recommendations for continuous improvement.
  • Manage a team of governance professionals, providing mentorship, performance evaluations, and fostering a culture of accountability and excellence.
  • Serve as the primary liaison between the governance division and other departments, ensuring clear communication and collaboration on governance matters.

Qualifications

Necessary Skills and Knowledge:

  • Excellent leadership and team management abilities.
  • Strong analytical and problem-solving skills.
  • Exceptional communication and interpersonal skills.
  • Proficiency in using governance, risk, and compliance (GRC) tools and software.

Minimum Qualifications:

  • Minimum of 5 years of experience in transition management, project management, or a similar role, preferably within federal government contracts or the defense sector.
  • Experience in IT Project Management, including Cost and Schedule Management.
  • Experience in IT systems engineering and integration of enterprise IT solutions supporting enterprise level missions.
  • Experience in cloud computing architectures and application migrations to public cloud environments.
  • Required to have a completed National Agency Check with Local Agency and Credit (NACLC) and a SECRET clearance.

Preferred Qualifications:

  • Experience in supervising and managing IT support personnel.
  • Possess a project management certification such as PMP or equivalent Government certification.
  • Experience with Risk Management Framework (RMF), vulnerability assessments, Information Assurance Vulnerability Alert (IAVA) reporting, and cybersecurity problem resolution.
  • In-depth knowledge of the Chief Information Officer (CIO) Core Competencies identified in the 2012 Clinger Cohen Act Core Competencies and Learning Objectives.
