General Responsibilities
The Associate Vice President of Finance and Budget is responsible for ensuring the integrity of the College's approved budget and financial reporting. This role oversees the maintenance of the budget database, provides training on system usage, and assists in the development and preparation of the College's annual budget. Additionally, the AVP monitors budgeted position funds and manages the preparation of the budget book, along with all required county and state documentation related to the College's operating budget. The position also leads the annual budget close-out process.
The AVP will supervise and manage administrative and professional staff within financial management and general finance support functions. This role ensures compliance with all legal and institutional regulations relevant to assigned areas.
Furthermore, the Associate Vice President is responsible for overseeing all financial reporting for both the College and the College's Foundation. In the absence of the CFO, the employee will assume temporary role of duties in this position.
Work Performed
The AVP of Budget and Finance oversees the Finance Office's general support staff, ensuring efficient management of foundation accounting, cash and investment management, and payroll operations for the college. This role is responsible for preparing financial statements, leading audit processes, and managing the foundation's accounting reports, including financial statements and annual audit, to be presented to the Board of Trustees.
The AVP of Budget and Finance collaborates closely with the Human Resources department to monitor and manage position control, including monthly attrition calculations, ensuring accurate position tracking and budgeting.
This position requires cross-training across various financial duties within the Finance Department and serves as the primary backup the CFO during an absence. The AVP of Budget and Finance will work closely with the Finance Team to leverage data querying software for developing and maintaining finance department reporting, ensuring the successful execution of multiple finance-related projects.
Key responsibilities include overseeing the implementation and maintenance of information systems within assigned areas, ensuring accurate accounting of all financial transactions, and managing the preparation and maintenance of the college's multi-year staffing plan, in coordination with college leadership and the President's Team.
In partnership with the CFO of Finance, the AVP of Budget and Finance will update the college's five-year financial plan and play a pivotal role in cash management, investments, credit card processing, and managing banking relationships.
The AVP of Budget and Finance will oversee the preparation of monthly financial statements and analysis for both the college and foundation, and will be responsible for preparing various financial reports, including state and federal reports.
The AVP of Budget and Finance will ensure accurate transfer of annual budget data into the accounting system and verify its integrity. This role will review and approve all budget revisions, ensuring that required explanations, approvals, and allowable revisions are in place.
The AVP of Budget and Finance monitors all budgets regularly, providing support to cost center managers to ensure adherence to budget guidelines. This includes notifying managers of any budget concerns and offering guidance to resolve discrepancies. The role will also prepare ad-hoc budget reports as needed.
In support of the annual budget development process, the AVP of Budget and Finance maintains the budget base, including loading prior-year actuals and budget information, updating cost center and object code tables, and managing user roles and system access. The AVP may collaborate with consultants on system updates or changes.
The AVP of Budget and Finance is responsible for training cost center managers on the online budget development system, the budget closeout process, and running budget reports. This includes providing guidance on budget revisions and assisting managers in preparing their budgets.
Additionally, the AVP of Budget and Finance will calculate the college's health insurance rates in collaboration with the Vice President of Administration and Finance and the Salary and Fringe Benefit Committee. The AVP will assist with preparing budget schedules, communications, and documents for various stages of the budget development process, including projections for salaries, benefits, and other fixed costs.
The AVP of Budget and Finance is responsible for preparing the budget book, including submissions to the Board of Trustees, the county, and the final approved version. They will also prepare the annual CC-5 for the Maryland Higher Education Commission ( MHEC) and any other required documents or reports for Howard County Government.
The AVP will manage the annual budget closeout process, ensuring that all data is collected, reviewed, and compiled from cost center managers in a timely manner. Additionally, the AVP of Budget and Finance will ensure the security and confidentiality of all donor, payroll, benefits, and position-related data.

KNOWLEDGE REQUIRED

  • Bachelor's degree in accounting or related field required.
  • Master's degree preferred or equivalent experience.

  • CPA or a minimum of 8 years equivalent work experience.
  • Extensive knowledge of accounting and budgeting procedures and principles as they relate to the area assigned, including knowledge of both GASB accounting standards as well as FASB accounting standards.
  • Ability to determine changes in regulations that affect our policies and procedures related to areas assigned
  • Ability to apply accounting principles and procedures to all areas of assignment.
  • Ability to use own initiative to locate and resolve problems.
  • Ability to coordinate with other areas of the college and external agencies to perform duties.
  • Ability to interview, hire, train, direct, evaluate, discipline, and provide supervisory support to subordinates.
  • Ability to analyze accounting and budget systems to ensure accuracy and recommend and initiate modifications if necessary.

  • Regular attendance is a requirement of this job.
