Overview Abacus Technology is seeking a Financial Manager to support acquisition and engineering tasks under the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB. This is a full-time position. Responsibilities
Assist, prepare, develop, and deliver support for acquisition-related financial management processes governed by AF and DoD comptroller policy.
Qualifications 12+ years experience in financial management including at least 5 years in a DoD environment. Bachelor's degree in a related field. Additional years of experience may be substituted for degree requirements. Must be familiar with DoD acquisition phases and knowledgeable of the relevant DoD financial management regulations associated with budgeting and financing acquisition and sustainment programs. Familiar with and proficient in DoD fiscal policy controls regarding the purpose of each appropriation, availability of the appropriation for new obligations or prior year obligation adjustments, and budget authority limits for ensuring compliance with legal limitation controls. Must have requisite FM experience and knowledge to support financial management across multiple programs in their acquisition life cycle to include pre-engineering development, engineering development, testing, fielding and sustainment. Familiar with multiple DoD funds control and governance processes such as, but not limited to, investment Budget Authority, O&M Budget Authority, reimbursable Budget Authority, annual authority, quarterly authority, reprogramming authority, legal limitations, and statutory floors or ceilings. Knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers. Knowledge of the policies, concepts, procedures, techniques, and methodologies pertaining to analysis of financial data. Knowledge of DoD acquisition requirements, development, and approval processes. Knowledge of DoD contracting types, contract structure, contract line item financing, and funding clauses relevant to spend plan formulation and forecasting. Able to communicate, plan, and organize work and meet deadlines. Able to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Experience providing financial management support for FMS programs. Must be a US citizen and hold a current Top Secret clearance.
