Summary

Bridge is a program of the Public Health Institute (PHI) that increases the impact of hospital emergency departments (EDs) on population health issues and health equity. Our largest program, CA Bridge, has supported more than 290 hospitals over the last six years to implement medication for addiction treatment (MAT) in the ED based on the CA Bridge Model for 24/7 low-barrier access to evidence-based addiction treatment. Our National Expansion program builds capacity for ED MAT in every state by activating local leaders to transform addiction care and reduce overdose deaths. The EMS Bridge extends the administration of low-barrier MAT to paramedics. Through the ED Syphilis/HIV/HCV Screening Program, we support EDs to expand their capacity for routine opt-out screening, immediate treatment, and navigator-led patient education and linkage to care. Our Access Bridge program increases access to contraception and treatment for pregnancy emergencies from the ED, particularly in abortion-restricted states and regions.

POSITION OVERVIEW

The goal of the Technical Product Manager, CA Bridge Connect, is to manage the development and statewide implementation of the Bridge Center's CA Bridge Connect platform, an important new initiative that will significantly expand access to low-barrier medications for addiction treatment (MAT). This initiative builds on the success of our CA Bridge program, which led to the largest expansion of emergency department-based MAT in the country to make MAT even more accessible to those who need it most. The platform will connect people interested in harm reduction resources and MAT with substance use navigation and a growing network of low-barrier treatment providers.

The experienced Technical Product Manager will drive all CA Bridge Connect activities, from work planning and user experience design through pilot testing, platform launch in all California counties, and ongoing monitoring and enhancements. The Technical Product Manager will also organize and facilitate training related to platform use by multiple stakeholder/user groups and will be responsible for identifying and crafting plans to address user needs and challenges. They will work with internal teams and external partners (including consultants and/or contractors) to ensure the project's success, engage vital users and stakeholders, including people who use drugs and people from prioritized communities, low-barrier treatment providers, and navigators, and recommend technology solutions to support our program goals.

The full salary range for this position is $91,910 (minimum) to $137,348 (maximum) per year. The typical hiring range for this position is from $91,910 (minimum) to $114,629 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, and budget availability.

  • This is a full-time 1.0 FTE position, primarily remote.
  • It requires attending periodic in-person meetings throughout the year in Oakland, CA, and occasional travel across the state. Candidates must be based in California.

Essential Duties & Responsibilities

The Technical Product Manager may conduct the following duties and responsibilities and/or oversee work conducted by consultants/contractors.



  • Product Development and Management: Lead platform design and development with CA Bridge team and external partners; lead user experience design processes, prototyping, and pilot testing; conduct Amazon Connect configuration; manage ongoing maintenance, monitoring, and enhancements.
  • Project Management: Lead project planning, including work planning and timeline development and oversight; monitor and report on project spending; and oversee all aspects of the development, launch, maintenance, and growth of CA Bridge Connect.
  • User Support and Advocacy: Manage user research and other activities to maintain the user perspective in platform design, development, and implementation processes to ensure the platform meets user needs, with an emphasis on engaging prioritized communities, including people who use drugs.
  • Training and Documentation: Create and maintain comprehensive documentation for workflows, user guides, and troubleshooting guides. Conduct ongoing platform demonstrations and training activities to support platform users.
  • Data Collection: Collaborate with CA Bridge team members, Bridge data and evaluation team, and stakeholders to identify key performance indicators; develop data collection tools and systems; and conduct monitoring, evaluation, and reporting activities.
  • Product Launch: Collaborate with the Bridge communications team and external consultants/contractors to plan a successful product launch, rollout, and uptake across the state.
  • General Collaboration: Work closely with Bridge's cross-functional teams, including communications, data and evaluation, operations, clinical, navigator, and executive leadership teams. Serve as a liaison between Bridge and external consultants, contractors, and stakeholders, including prioritized communities and people who use drugs.
  • Other Duties as Assigned: Support other Bridge Center initiatives to advance usability of and access to digital and other Bridge tools, resources, and information.



Minimum Qualifications

  • Five years of experience in product development, product management, computer science, and/or business management.
  • Bachelor's degree, or substitute with four additional years of relevant experience.



Other Qualifications

  • Demonstrated experience with end-to-end product lifecycle development.
  • Demonstrated UI/UX proficiency, with experience developing logic flow diagrams.
  • Proficient in programming languages, frameworks, and tools relevant to product development.
  • Basic design skills and comfort in communicating new features through diagrams, wireframes, and mock-ups.
  • Demonstrated experience writing clear and detailed product requirements.
  • Excellent problem-solving skills and attention to detail.
  • Strong interpersonal and communication skills, both verbal and written, with the ability to explain technical concepts to non-technical stakeholders.
  • Able to demonstrate commitment to furthering the Bridge Center's anti-stigma approach and culture of harm reduction.
  • Experience engaging prioritized communities to inform design and user experience.
  • Experience designing and developing public health or e-health interventions.
  • Experience in public health, health care, behavioral health, and/or substance use preferred.
