Job Description

Kearney is currently seeking a Senior Consultant to join our team supporting a high visibility federal CFO office. This position will play a lead role in the implementation of an enterprise-wide financial related system, and advising senior federal project managers and implementation teams across the enterprise with functional aspects of the implementation. This position requires proven, successful experience in establishing and/or managing federal system modernization projects or organizations and guiding them through completion.

Responsibilities:

  • Provide expertise in modernization of federal financial systems and federal organizations
  • Lead or support development of policies and procedures impacting the enterprise related to the modernization and usage of the system
  • Support a broad range of customer agencies with system implementation to include business process reengineering, gap analysis and closure plans, change management, and other aspects of implementation as required
  • Operate within a cross-functional team across a complex stakeholder and organizational environment to ensure successful, on-time implementation of new system per federal mandates
  • Manage and execute against project delivery schedule in alignment with federally required milestones and mandates
  • Lead project meetings (status, Integrated Project Teams, and working groups) with direct customers, as well as operational staff and senior leadership across the enterprise
  • Advise customer on day-to-day project execution and emerging guidance, policies, and regulations that may impact the customer or project
  • Maintain and grow positive customer relationships
  • Manage risk in project execution and create risk mitigation plans as necessary
  • Establish and manage success metrics related to the system implementation
  • Provide mentorship and support development of junior staff
  • Identify, recommend, and integrate technological solutions to enhance project delivery, and client organization

Qualifications

  • BA/BS degree from an accredited college/university
  • Minimum of 8 years of experience with federal financial systems and federal consulting
  • Direct experience with modernization of federal information systems
  • Experience establishing and leading Project Management Offices or similar management bodies within federal agencies
  • Ability to effectively manage multiple competing priorities with high attention to detail while ensuring quality standards are met or exceeded and deliverables are completed on time or ahead of schedule
  • Ability to provide expert advice to internal project team and to external customers
  • Strong presentation, verbal and written communication skills with the ability to articulate complex ideas in easy-to-understand business terms to all levels including management and senior leaders
  • Ability to obtain and maintain a federal Public Trust Clearance (requires U.S. Citizenship)

Preferred Qualifications:

  • Knowledge of federal travel systems and regulations to include ETS2, ETSNext, DTS, or other federal travel systems
  • Experience with managing or operating within a Travel Management Company (TMC) for federal agencies
  • Understanding and experience with integration of Travel processes and policies in alignment with Travel system capabilities

The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
