The Integrity Projects team develops projects and/or proposes modifications to the operation of existing infrastructure to assure long term asset integrity and operating reliability of the pipeline systems. Liaison is required between Integrity & Risk Management (I&RM), Project Development/Execution, Gas Control and Operations, Asset Management and Finance, as well as Commercial and Marketing groups in the identification, justification, and active sponsorship of I&RM-driven projects. In the Integrity Projects, Sr. Engineer role, you are generally responsible for the following I&RM project sponsorship activities:
Develop/support initial project scopes for I&RM -driven projects and obtain funding approvals, including preparing and presenting business case(s). This requires interfacing with Pipeline Integrity groups to prepare the technical supporting documentation, and cross functional engagement with other departments in GTM to facilitate asset-based recommendations. Actively sponsor I&RM -projects from scope initiation, execution, through to final in-service. This includes the compilation and analyses of project documentation, completion of related Engineering Assessments as required, and participation in gating review processes, commissioning, acceptance, and long-term operational review activities. Sponsorship may be for individual projects or a portfolio of projects (often in excess of $100MM); they are typically considered non-routine and may include: pipeline replacement, large pipeline recoating projects, hydrotests, remediation of geological and hydrological hazards, pipeline modifications such as send/receive trap installations, and remediating cased crossings and cathodic protection issues. Provide active project sponsorship oversight: prepare "Requests for Proposals" from project teams; frame and justify project and perform preliminary risk evaluation; secure funding (Project resides in Sponsors LRP and Budget); coordinate sponsorship approval of scope/cost/schedule (in consultation with FP&A, PI Planning, and other I&RM groups and GTM groups as required); manage communication, impact assessment, and approvals of scope/cost/schedule changes; shepherd approval and acquisition of incremental funds and schedule extensions if required; reaffirm business/integrity scope is being met avoiding unnecessary scope creep; and provide lessons learned input into future projects. Support the development of both the AI annual capital budget and Long Range Plan (LRP): focus on non-routine Integrity projects, programs, and portfolios; apply Enbridge's risk-informed decision making tools and techniques to AI project submissions; and generate improvement opportunities that align with LRP capital priorities and optimized asset plans.
In the Integrity Projects, Sr. Engineer role, you may be responsible for the following I&RM due diligence project assurance activities:
Ensure I&RM is appropriately addressed in the due diligence process, both for internal developments and acquisitions. Develop and ensure execution of AI plans and budgets encompassing all Integrity involvement within each project, including engineering studies, inspection plans, and rehabilitation costs through both the project and pipeline lifecycles. Support I&RM priorities (ensuring integrity design standards are followed) throughout the development or acquisition through participation in SORT, START, RTO, RTT, and then through commissioning, acceptance and long term operation. Support the completion of Engineering Assessments as required for new projects or related internal drivers. Provide technical support to business development initiatives involving pipeline and related terminal development, infrastructure for new pipeline business opportunities. Develop, execute, support, and/or manage documented procedures for all facets of the due diligence process. Facilitate or participate as the I&RM representative in corporate wide initiatives; present and defend the decisions made on corporate initiatives to senior leadership within I&RM. Coordinate AI senior leadership approvals of the initiative action plans and results.
In the Integrity Projects, Sr. Engineer role, you may represent the I&RM department in cross-functional teams and committees focused on strategic asset management initiatives, which includes:
Ensuring Integrity plans are communicated and integrated for optimal pipeline operation. Serve as a liaison for I&RM on project related functions both within Enbridge and externally, including, project execution, asset management, gas control, commercial marketing, regulators, customers, and external information requests. Be the I&RM asset lead for one or multiple pipelines/pipeline systems. This includes understanding the Integrity Science and threat overview on the respective asset(s) and making balanced business recommendations to senior leadership considering both the cost and revenue impacts to Enbridge; it is essential to understand AI integrity program analysis results, issues, and how they relate to and impact other areas of the business. Proactively maintain and promote intradepartmental relationships within I&RM as well as interdepartmental relationships (between I&RM and other Enbridge/GTM business units).
As an Integrity Execution team member, you are expected to:
Work independently on assignments with complex technical issues which may include significant design or standard practice deviations, with the ability to make effective and appropriate technical decisions with minimal people leader interaction. Support or lead the development and future enhancement of Integrity Execution regarding specific Integrity Projects group process and procedural documents, such as preliminary project scope definition, business case, workflows, and presentation templates, employing streamlined Decision Effectiveness (RAPID) models where practicable. Provide mentoring, training, and direction to I&RM departmental staff, contractors, and consultants. Maintain/expand a network of consultants and suppliers to ensure industry-leading practices are developed and implemented. Monitor industry sources for technical innovations to augment I&RM integrity programs, and proactively look for opportunities to influence industry standards and practices. Participate in I&RM incident investigations as directed.
Required:
Bachelor's degree in engineering is required. Preference for candidate to be registered as a professional engineer (P.Eng. and/or PE). A minimum of 7 years of related experience (project management, integrity, and/or other pipeline industry related experience is an asset); comparable technical or operational experience will be considered. Strong Project Management skills with demonstrated previous experience as a Project Manager or Project Engineer - developing schedules, track actions, and drive projects to completion. Successfully prioritize multiple projects to meet task, deliverable, and schedule requirements while managing stakeholder expectations. Ability to demonstrate broad business and technical knowledge in resolving problems, project management, identifying opportunities and has a keen awareness of interrelationships with other stakeholders. Strong facilitation, collaboration, and negotiation skills to influence and drive-forward results and decisions without formal authority. Fluent with Microsoft Office software (Excel, Word, PowerPoint, Outlook) and ability to utilize other engineering/technical computer applications. Effective and professional communication skills, both verbal and written, with peers, management, internal/external stakeholders, vendors and service providers. Self-motivated, independent, innovative, responsible and a team player with a strong work ethic and initiative. Able to travel throughout North America (US and Canada) for business purposes. Leverage innovation in project planning, development, coordination and other areas of accountability.
Preferred:
Formal project management training and a credential with the Project Management Institute (PMI) are preferred. Prior work experience in integrity or pipeline operational knowledge and experience. Experience in applying risk-informed decision making and using tools to analyze risk Strong data analysis, metrics, and data mining skills (e.g., Power Query, pivot tables, PowerBI, dashboards) A continuous improvement (i.e. Six Sigma, RCA) background Strong mentorship capability. Informal leadership skills: coaching, mentoring, collaboration and conflict resolution.
