Phoenix College (PC) welcomed its first students as one of the first institutions of higher education in Maricopa County on September 13, 1920. Job Summary

The Human Resources Specialist Sr is a key member of the Recruiting Team within the Phoenix College Human Resources Department, reporting to the Human Resources Supervisor. The Recruiting Team is responsible for executing the full-cycle recruitment and selection process, as well as supporting onboarding programs.

We are seeking a passionate and enthusiastic recruiting professional who thrives in a fast-paced, multitasking environment while maintaining strict confidentiality. In this role, you will have the opportunity to recruit for a wide variety of positions. You'll collaborate with department leaders to understand staffing needs, create job postings, and deliver a seamless experience for both candidates and hiring managers. This position offers the chance to work with a wide range of individuals, including students, staff, faculty, administrators, and the public.

Essential Functions

55% - Coordinates recruitment activities for all employment categories, including collaborating with hiring managers to define search plan requirements, verifying position details, creating job postings, and advertising. Provides support to applicants, pre-screens and routes resumes, schedules interviews, reviews recruiting documentation, and conducts background checks and verifications of employment. Ensures credential and transcript validation, prepares pay placements, processes job offers, and assists with new employee documentation. Inputs data with a high level of accuracy, archives search materials, and updates personnel files and tracking systems. Maintains confidentiality and is dedicated to promoting fair and equitable employment practices

25% - Communicates and advises on detailed human resources policies, procedures, and practices; maintains compliance with pertinent laws and regulations; uses critical thinking to resolve various employment issues and situations; liaises with district office on processes and problem solving; troubleshoots HCM technical issues; may coordinate with internal constituencies, such as the Scheduling or Fiscal offices, with details in the Student Information System (SIS) or Fiscal Management System (FMS)

10% - Develops forms, templates, and internal procedures; may collaborate with the supervisor on training sessions and presentations related to staffing functions. Assists in managing position information within the Human Capital Management (HCM) system, maintains databases and records, and runs queries. Composes correspondence, utilizes various shared document resources, and may update the website with relevant hiring information

10% - Participates or leads assigned District and/or college special projects and/or committees; maintains current knowledge in the field through training opportunities and by attending regular HR meetings; backs up other teams in the office, including front counter intake as needed; assist with conducting New Employee Orientation; performs related duties as assigned

Minimum Qualifications

Associate's Degree from a regionally accredited institution and two (2) full-time equivalent years of human resources program support experience, ideally in recruitment and selection

OR

High School Diploma/GED and four (4) full-time equivalent years of human resources program support experience, ideally in recruitment and selection

Desired Qualifications
  1. Two (2) or more years of experience using PeopleSoft or an equivalent online human resources system
  2. Two (2) or more years of experience using Microsoft Word, Excel, or Google Suite
  3. Experience managing confidential information
  4. Experience delivering customer service to multiple locations/departments through written communication, in person, and over the phone
  5. Experience with managing multiple priorities in a high volume environment
  6. Two (2) or more years of experience implementing and/or supporting Human Resources full cycle recruitment activities


Special Working Conditions
  • May be required to sit for a prolonged period of time; viewing a computer monitor
  • May be required to lift or carry up to 25lbs
  • MCCCD does not sponsor individuals for any type of work visas
  • Travel to campus during the interview/selection process will be at the candidate's own expense
