Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

HDR EOC is looking for an Assistant Facility Security Officer (AFSO) to join our team! In this role you will assist the Facility Security Officer (FSO) in administering and managing the Security Program, providing policies, plans, procedures, departmental instructions, and technical support of safeguards and security (S&S) programs to protect client security interests.


In the role of Assistant Facility Security Officer (AFSO), we'll count on you to:

  • Acts as the chief assistant to the FSO regarding not only implementation of security policy and procedures but also in assisting with the management of other security team members' daily functions
  • Oversees day-to-day Industrial security facility operations and administering industrial security programs in accordance with the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM), applicable laws, regulations, and DoD contractual requirements
  • Manages the processing of security clearance paperwork, including collection and review of relevant documents and information for completeness, consistency, and accuracy
  • Maintains personnel security records and databases, including quality assurance and control of the fingerprinting process.
  • Manages, prepares, and tracks all Department of Defense Contract Security Classification Specifications (DD Form 254s) provided from the government/prime contractor as well as those necessary for distribution to subcontractors
  • Facilitates Security Education, Training, and Awareness Programs through our corporate HDR University
  • Executes visitor control functions
  • Participates in government security audits, self-inspections, and risk assessments to identify vulnerabilities including implementing corrective actions
  • Verifies preparation of essential reports, troubleshooting industrial security issues, and providing assistance in resolving all concerns and queries from government agencies and company management
  • Assisting with the facilitation of Common Access Cards (CAC) and client location access requirements
  • Managing the tracking of projects containing Controlled Unclassified Information (CUI) as well as supporting HDR's compliance with NIST SP 800-171 and CMMC guidelines
  • Participate in HDR's Insider Threat Program including investigating security incidents and violations, ensuring proper documentation, reporting and mitigation measures are in place
  • Perform other duties as assigned


Preferred Qualifications

  • Bachelor's degree or equivalent years of relevant work experience
  • 5 - 15 years of relevant facility security experience
  • Extensive experience with the Microsoft Office suite of products
  • Ability to obtain and maintain Top Secret security clearance
  • Experience with preparation of written reports documenting security findings and discrepancies
  • Experience in executing 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) requirements
  • Active Top Secret security clearance
  • Completion of DCSA FSO Certification and Training Certificates related to DoD Security Education
  • Experience with DOE security programs
  • Understanding of NBIS systems
  • Excellent communication, organizational, and problem-solving skills
  • Ability to manage multiple security programs while maintaining attention to detail

Required Qualifications
  • A minimum 3 years experience overseeing classified security programs
  • FSO certification or the ability to obtain.
  • Obtain and maintain a security clearances
  • Certifications as necessary for position may be required
  • US Citizen
  • Require extensive training outlined by DoD requirements
  • Understanding of DISS, SWFT, NISS systems
  • Solid understanding of 32 CFR Part 117 NISPOM requirements
  • Experience in preparing DD254 and Classified Document Marking
  • Experience managing a secure area
  • Experience with management and oversight of company security program, compliance, planning and coordination, education and awareness, and threat and incident response
  • Solid communication skills: written, presentation and spoken
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
