SUMMARY OF THE ROLE
The Risk Assessment Lead's primary responsibility is supporting operations activities for the safe and reliable operation of the RGLNG Facility. The role involves supporting the Production Shift Manager and HSSE teams for short- and medium-term risk management, including performing risk assessments, developing mitigation plans, and ensuring that all mitigations are in line with the NextDecade RGLNG operational and cumulative risk procedures, and applicable regulations. The Risk Assessment Lead will interact directly with a large group of stakeholders from various asset disciplines including Maintenance, Engineering, HSSE, Environmental, and Supply Chain, and interface with contractors and vendors. This will require the completion of leadership, HSSE, and soft skills-specific training. This position will be in Brownsville, TX.

KEY RESPONSIBILITIES:
  • Champion the Process Safety Management (PSM) Fundamentals for the Production shift team. Work to continuously improve the standard of Quality/HSSE awareness of shift personnel in their operational activities.
  • Assist in identifying personal safety, environmental, process and property hazards daily, utilizing risk assessment tools, ensuring the risk assessment meetings have the minimum competency attendance requirements, and gaining approval from the appropriate level of authority.
  • Support Permit to Work process (PTW) through reviewing submitted permit risk assessments for appropriate levels of mitigations for allocated work periods, and reviewing submitted isolation schemes ensuring correct equipment identified.
  • Review the workday activities highlighting SIMOPS and High-Risk activities to the Shift team for Shift Prestart meeting.
  • Carry out field walks during the first part of the workday, visiting work parties and joining in toolbox talks to ensure compliance with Permit Risk Assessment Mitigations
  • Participate, coordinate, and facilitate the operational risk assessments on shift for various process flows such as control of Inhibits and Override, Temporary working instructions, Barrier Impairments, Emergency MOC's, locked open and locked close valve management.
  • Regularly audit open operational risk assessments to ensure mitigating measures are in place.
  • Work closely with barrier owners to manage impaired Safety Critical Elements (SCE), and deferral processes.
  • Instill a robust process and personal safety awareness culture by actively pursuing the use of the Facility Safety Case, PTW compliance, and continual work activity safety analysis.
  • Responsible for leading Operations HSSE, quality and reliability incident investigations on shift, prepare preliminary reports, close out of incident reports and action findings.
  • Provide training and guidance on risk assessment methodologies and best practices for production, and maintenance shift teams.
MINIMUM RESPONSIBILITIES:
  • High school diploma or GED.
  • 3 - 5 years' experience in HSSE related field or operations.
  • HSE-related certifications, such as CSP, OHST, CSHO, CHST, ASP or other relevant credentials
  • Demonstrate proficiency in various risk assessment techniques.
  • Excellent communication and interpersonal skills. Ability to interact and influence effectively with every level of the organization.
  • Knowledge of Barrier Management model.
  • Experience in LNG-specific hazards, cryogenic risks, and emergency response planning.
  • Understanding of regulatory requirements (FERC, PHMSA, USCG, OSHA, API, ISO 31000, NFPA 59A, and LNG-specific regulations).
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
PREFERRED QUALIFICATIONS:
  • 5 + years' experience in leadership role(s) in risk assessment, safety management, or HSE within LNG, oil & gas, or petrochemical industries.
  • Experience working with KPI guidelines to track monthly requirements aligned to the NextDecade RGLNG annual business plans.
  • In depth understanding of Risk Assessment Processes, and Process Safety Fundamentals principles.

* Exposure to indoor and outdoor weather conditions.
* Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
* Exposure to moving mechanical parts and electrical circuits.
* Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Ability to drive to other Company work locations as required.

* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
