In this pivotal role, you will play a key part in supporting the planning, execution, and management of construction contracts related to our utility infrastructure. As a Construction Contract Analyst, you will analyze and interpret contract documents, ensuring compliance with legal and regulatory standards while also evaluating contractor performance. Your expertise will be instrumental in facilitating effective communication between project teams and external partners, promoting smooth project delivery, and fostering relationships that enhance project outcomes. The ideal candidate will possess a strong understanding of contract law, construction processes, and utility operations. You will be tasked with identifying risks and developing strategies to mitigate them throughout the contract lifecycle. Your attention to detail and analytical skills will be vital as you prepare reports, track performance metrics, and contribute to the continuous improvement of our contracting processes. Purpose
Solicits, negotiates, and administers services and construction contracts supporting the operation of SMUD Grid Assets division. Nature and Scope
This classification is comprised of two levels: Level E is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level J upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD. Duties and Responsibilities
Knowledge Of
Basic contract management principles and procedures; basic business and contract law; a general knowledge of engineering and construction practices, and terminology; construction terminology and general construction techniques and procedures; civil, electrical, and mechanical engineering fundamentals; procedures and practices including contract/contract change preparation, pertinent regulations and requirements; cost evaluation methodology; cost account classification; SMUD reporting requirements, forecasting principles and budgeting procedures and analysis; knowledge of principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, grammar, and punctuation. Meet tight deadlines and skill to be accurate in processing invoices, contract preparation and contract changes; read, write, comprehend and interpret contractual terms and conditions; collect and analyze cost data; analyze and report technical and financial contract information; prepare and negotiate contracts, contract changes and claims; learn to interpret, analyze and apply pertinent policies, procedures, regulations and requirements; interpret, clarify, understand and analyze verbal/written information and ideas; learn to schedule and prioritize own work assignments to meet expected timeframes; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
