Join our dynamic team at SMUD as a Construction Contract Analyst at the journey level in our Line Assets Department! In this pivotal role, you will play a key part in supporting the planning, execution, and management of construction contracts related to our utility infrastructure.

As a Construction Contract Analyst, you will analyze and interpret contract documents, ensuring compliance with legal and regulatory standards while also evaluating contractor performance. Your expertise will be instrumental in facilitating effective communication between project teams and external partners, promoting smooth project delivery, and fostering relationships that enhance project outcomes.

The ideal candidate will possess a strong understanding of contract law, construction processes, and utility operations. You will be tasked with identifying risks and developing strategies to mitigate them throughout the contract lifecycle. Your attention to detail and analytical skills will be vital as you prepare reports, track performance metrics, and contribute to the continuous improvement of our contracting processes.


Purpose

Solicits, negotiates, and administers services and construction contracts supporting the operation of SMUD Grid Assets division.

Nature and Scope

This classification is comprised of two levels: Level E is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level J upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.

Duties and Responsibilities

  • Coordinates requests for contract services. This requires a close working relationship with staff to ensure that contract needs are met in a timely manner.
  • Support and work with Supply Chain to prepare solicitations for contract services. This includes preparing the commercial terms, General Conditions and bidding format, plus coordinating and reviewing the preparation of the scope of work and Special and Technical Conditions.
  • Works in collaboration with Supply Chain regarding the bids and proposals. This involves the actual evaluation of the commercial and contractual terms, plus determining bidder responsibility and responsiveness.
  • Collaborate with Supply Chain regarding the contract award recommendation based on the evaluation of bids or proposals.
  • Collaborates with Supply Chain in the negotiation of the contract terms and conditions.
  • Bid preparation, bid evaluations and duties related to contract administration by furnishing the Project Engineers/Process Coordinators information to make recommendations.
  • Collaborates with Supply Chain in the preparation of contract documents.
  • Administers contracts. This includes:Ensuring contractor complies with the terms of the contract.Ensuring that the contractor maintains good business practices.Tracking contractor activities and costs.
  • Analyzing and forecasting contractor costs and activities.Identifying potential and real problem and recommending solutions in a timely manner.Maintaining complete contract files.
  • Preparing Contract Change Orders.
  • Resolving contract claims.
  • Establishing effective channels of communication between SMUD and Contractors.
  • Report contract statuses, i.e. time and dollars.
  • May review and approve contractor invoices for payment and/or work with the Project Engineer/Process Coordinator in this process.
  • Documenting all contract activities.
  • Works with Supply Chain to initiate and finalize contract closeout activities.
  • Oversees contract to minimize the possibility of cost overruns and liability to SMUD by monitoring, analyzing and reporting cost variances to project personnel.
  • Maintains good relationships with contractors and outside agencies while representing SMUD interest.

Knowledge Of
Basic contract management principles and procedures; basic business and contract law; a general knowledge of engineering and construction practices, and terminology; construction terminology and general construction techniques and procedures; civil, electrical, and mechanical engineering fundamentals; procedures and practices including contract/contract change preparation, pertinent regulations and requirements; cost evaluation methodology; cost account classification; SMUD reporting requirements, forecasting principles and budgeting procedures and analysis; knowledge of principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, grammar, and punctuation.

Bachelor Degree in Business Administration or Engineering Contract management experience Utility experience

3 or more years of relevant contract analysis, procurement or professional analytical experience
