Position Summary:
We have an exciting opportunity to join our team as a Health System Senior Director - Reimbursement and Policy Analysis.
In this role, the successful candidate under the guidance of the Vice President of Decision Support, Strategy & Value Improvement (DSS) + Government Reimbursement & Policy Analysis, the Senior Director of Reimbursement and Policy Analysis will lead the strategic and operational oversight of Medicare and Medicaid cost reporting, including the preparation, submission, and audit processes. This role is responsible for analyzing current and proposed CMS policies, assessing their financial and operational impacts, and providing actionable recommendations to mitigate risks and optimize reimbursement. A key leader within the Finance division, the Senior Director will manage a team of reimbursement professionals, offering mentorship and ensuring timely, accurate deliverables.This role requires close collaboration with Financial Operations, Budget and Financial Planning, Managed Care, Revenue Cycle, and other cross-functional teams, as well as external regulatory and audit bodies. The ideal candidate is an experienced, solutions-oriented leader with deep knowledge of government reimbursement, excellent communication skills, and a strong commitment to supporting the financial health of the organization
Job Responsibilities:
- Oversee enterprise-wide government reimbursement, policy analysis, and financial planning, providing data-driven insights to improve reporting accuracy and processes
- Cultivate and maintain relationships and open communication with key internal and external stakeholders, including healthcare agencies (e.g., HANYS, GNYHA) as well as represent the department in discussions related to healthcare finance, reimbursement, and policy
- Collaborate with Government Affairs to assess the impact of proposed government reimbursement changes on the institution
- Manage internal and external audit requests, ensuring timely and accurate documentation for audits, including the annual Medicare audit and financial statement audit
- Review and ensure the accuracy of ICR, regulatory reports, governmental agency submissions (e.g. cost reports, capital budgets, occupational mix, IME surveys, routine surveys), and provide monthly, quarterly, and annual reporting as needed
- Coordinate resources to meet institutional and external agency deadlines and requirements
- Oversee Medicare and Medicaid enrollment processes and manage preparation and filing of appeals
- Lead special projects, reporting, cost/feasibility studies, and various ad hocs for senior leadership, including revenue impact assessments for new programs and enhancements
- Explain variances in financial and statistical data, including the monthly revenue accruals to determine net patient service revenue, revenue budget variances, and various statistical reports
- Evaluate third-party rate accounts, payment rates, PIP account analysis, retro receivable accounts, and revenue accrual entries
- Prepare annual revenue budget rates for governmental payors
- Responsible for understanding current reimbursement rate methodologies, cost accounting practices, decision support technology, regulatory issues, and relevant financial and operational issues to ensure compliance and operational efficiency
- Monitor policy changes and assess their potential financial impact on the organization, providing actionable insights to senior leadership
- Recommend financial and operational adjustments to mitigate negative financial impacts of policy changes
- Ensures compliance and regulatory requirements are adhered to and up to date
Additional Position Specific Responsibilities:
Provide leadership and direction to the Reimbursement Department by organizing tasks, guiding staff, and
overseeing the preparation of key financial communications
Proactively identify financial opportunities and risks through creative and critical thinking
Effectively communicate the financial health of the NYU Langone Health System as well as complex
reimbursement and policy changes clearly to stakeholders, enabling informed decision-making
Redesign internal processes and leverage technology to deliver timely, accurate information
Delegate projects to Directors, Assistant Directors, Managers, and Analysts, ensuring timely and complete
deliverables
Manage departmental resources, guiding evaluations, recommendations, and prioritization of projects
Mentor and develop staff, including involvement in recruitment, hiring, training, performance evaluations, and
leadership development
Develop and implement departmental policies, procedures, and budgets, ensuring adherence to established
standards
Present complex data from multiple sources to support decision-making, ensuring high-quality data integrity
Perform ad hoc analyses to support departmental decision-making and ensure compliance with reimbursementrelated
financial policies
Assist in regulatory reporting requirements and compliance with reimbursement-related financial policies
Collaborate with MIS and IT teams to enhance financial data accessibility and accuracy for modeling and
reporting
Maintain confidentiality of all sensitive information within the NYU Langone Health System
Minimum Qualifications:
To qualify you must have a 10 year experience with a Bachelors degree in Finance, Accounting, Economics, Healthcare Administration, or a related field, with
significant experience in healthcare finance, reimbursement or policy analysis, or a related field, or equivalent
experience
At least 10 years of experience in healthcare finance, reimbursement, policy analysis, or a related field
Strong proficiency in financial modeling, data analysis, and large database management
Expertise in Medicare and Medicaid reimbursement methodologies, state and federal healthcare policy, and
budgetary impacts
Ability to translate complex policy and financial analyses into clear, actionable insights for leadership
Strong communication and presentation skills, with experience preparing executive-level reports and
presentations
Experience supervising and managing a team
Preferred Qualifications:
Masters degree in Health Administration (MHA), Public Health (MPH), Business Administration (MBA - with a
focus on healthcare finance or analytics), Public Policy (MPP), Economics, Business, or a related field, or
equivalent experience
Certified Public Accountant (CPA)
12+ years of experience in healthcare, accounting and/or reimbursement policy analysis, with a strong track
record of modeling financial impacts
Direct experience with government payment models, managed care contracting, or value-based reimbursement
strategies
Familiarity with CMS regulatory filings, state Medicaid payment programs, and commercial payer reimbursement
methodologies
Experience working within a large health system, hospital finance department, payer, or consulting firm
specializing in healthcare reimbursement
Advanced proficiency with data visualization tools and predictive analytics techniques
Knowledge of financial planning processes and hospital budgeting methodologies

NYU Langone Health provides a salary range to comply with the New York state Law on Salary Transparency in Job Advertisements. The salary range for the role is $266,846.94 - $315,315.00 Annually. Actual salaries depend on a variety of factors, including experience, specialty, education, and hospital need. The salary range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits.
