Astrion has an exciting opportunity for an experienced Subcontracts Manager with a deep background in government subcontract administration and compliance. In this leadership role, you will oversee all aspects of the subcontracting lifecycle-from proposal support and solicitation development to negotiation, award, and post-award management. You'll lead an internal Subcontracts Team, drive strategic sourcing decisions, ensure compliance with CPSR standards, and work closely with prime contract and project leads to develop competitive pricing and effective subcontracting strategies. This position is ideal for candidates who have managed complex federal subcontracts, understand FAR/DFARS, and are skilled in both team leadership and regulatory compliance.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor's degree with 10-12 years of relevant experience in subcontracts management or subcontracts administration; a Diploma or GED with 15+ years may be substituted in lieu of a degree.
  • Minimum of 7 years of hands-on experience managing subcontracts for U.S. Government, Civil, or Commercial clients-including direct involvement in pre- and post-award activities.
  • At least 5 years of experience in a supervisory or managerial role leading a subcontracts team.
  • Proven track record supporting government proposals and subcontract execution in fast-paced, deadline-driven environments (e.g., Defense, National Security, or Civil agencies).
  • Expertise in negotiating and administering contract types such as FFP, FFP-LOE, CPFF (Term and LOE), T&M, and IDIQ.
  • Strong understanding of FAR, DFARS, GSA schedules, GWACs, and IDIQ vehicles.
  • U.S. citizenship with the ability to obtain a TS/SCI clearance.

RESPONSIBILITIES

  • Lead and manage the internal Subcontracts Team, overseeing full lifecycle subcontract administration (pre-award through closeout) in compliance with CPSR standards.
  • Collaborate with Contracts, Capture, and Program teams to develop pricing strategies, cost proposals, and price-to-win approaches.
  • Analyze prime solicitation requirements and develop compliant, competitive subcontract solicitation packages to support proposal efforts.
  • Serve as the primary point of contact for all subcontracting activities, facilitating internal coordination and external partner engagement.
  • Negotiate subcontract agreements, ensuring incorporation of all required flow-down clauses, company policies, and applicable federal regulations.
  • Develop, maintain, and implement Small Business Subcontracting Plans in alignment with customer and proposal requirements.
  • Ensure all subcontract files are audit-ready and fully compliant with CPSR, FAR/DFARS, and the Astrion Procurement Manual.
  • Foster strong communication and collaboration with internal stakeholders and subcontractors to drive performance, resolve issues, and ensure successful contract execution.
