Sr Mgr Design Construction Job Responsibilities:



  • Oversees assigned department or functional area to ensure it is performing effectively, which may include but not limited to, hiring and training team members, creating and implementing business strategies, managing performance of team members, and delegating tasks.
  • Demonstrates fiscal accountability for construction project management to include budget development and compliance including monitoring assigned projects against approved budgets; Uses internal legacy cost information, internet construction indices, and other external resources to assist with project feasibility studies and budget planning and development; Reviews Oracle cost reports for accuracy, prepares monthly by project an Estimated Cost to Complete, and reports variances to supervisors on a monthly basis; Manages the project budget including all budget reallocations, allowances, contractor set-asides, or construction contingency funds including providing oversight on projects assigned to Project Managers; Reviews & recommends approval of additional construction work and contract amendments; Ensures contractor changes are kept to a minimum with costs of not greater than 5% - 10% of original contract as evidenced by review of Change Order log.
  • Serves as project team leader for contractors, architects, engineers, Inova hospital staff, or any other outside consultant in addition to providing oversight to Project Managers; Serves as project leader and ensures notes are properly taken for meetings with contractors, architects, engineers, consultants, and hospital staff.
  • Maintains regular meetings with contractors and Inova hospital staff to discuss construction issues and to provide owner direction as evidenced by published meeting notes; Ensures the PM reviews the critical "Open Issues" with the Architect and General Contractor and ensures a "Next Action" has been determined with a responsible party and target completion date.
  • Coordinates, directs, and monitors the activities of the Project Team. Provides direction needed any hour to project team and is available by cell phone, pager, and home phone to answer and handle important issues as measured by IDCD customer feedback; Reviews and authorizes construction documents as IDCD Owner's Representative (typical documents include: Field Work Directives to GCs, ASI and Addenda release forms, Contractor & Architect progress payments, etc.); Coordinates the equipment planning and procurement process with the IDCD Equipment Planning & Transition Manager.
  • Serves as County and State Liaison ensuring all documents and permits are obtained for approval to proceed with construction project; Assists in development and/or coordination of documents necessary for agency review and approval; Assists Inova Strategic Planning in preparing initial project feasibility and Certificate of Public Need (COPN) application. Coordinates design professional's preparation of documentation required of external agencies to support COPN application; Ensures County and State documents are submitted in a accurate and timely manner; Coordinates preparation for and attendance at Regional Health Planning Agency (RHPA) meetings; Coordinates with applicable utilities to determine infrastructure requirements.
  • Ensures permit review is clearly monitored and expedited as evidenced by written reports from consultants, notes, telephone logs, etc; Coordinates with design professionals & zoning counsel to prepare Special Exception Amendment (SEA) when required; Manages project through the zoning approval process.
  • Ensures that construction is in accordance with all NFPA, IBC, ILSM, ICRA, and VUSBC requirements for Hospital occupancy and other occupancies as applicable; Coordinates the peer review process; Develops initial project Master Schedules and Milestones and monitors project progress resulting in timely project completion for Inova; Solicits information from various expert sources such as land use attorneys, contractors, architects; Consultants and county / government agencies as measured by a comprehensive WBS (Work breakdown structure) schedule.
  • Completes initial Master Schedules in Microsoft Project and submits to supervisor for review / approval in a timely basis; Monitors and updates projects on a monthly basis using Microsoft Project software; Monitors progress to schedule and makes or ensures appropriate corrections are made as needed as measured by monthly project reports.
  • Coordinates contractor selection, prepared Request for Proposal (RFP) package, ensures accuracy of bid analysis, and coordinates award of construction contract; Coordinates development of a detailed bid / award schedule for each design package and coordinates this schedule with the Architect; Offers advice and guidance on the appropriate method of construction contracting i.e. Fixed Fee, Guaranteed Maximum Price, Negotiated Bid, etc.
  • Assists Architect in bidder pre-qualification, pre-bid conference, issuing Request for Proposal (RFP) letters, reviewing addendum, potential bidder lists, bid tabulation and analysis, review of unit prices listed in bid, contractor negotiations, and in determining which Alternates to award; Ensures Contractor Selection process is adhered to and completed in compliance with project schedule requirements.
  • Reviews conceptual design with operating units and design professionals (Architect, Engineer, and/or Consultant) to ensure the design scope, schedule, and budget are aligned; Monitors progress of Project Team through construction phase of the project and notifies IDCD of any deficiencies; Coordinates design effort with Inova operating units, equipment planners, IT & telecommunications, signage coordinator, food service, and all other requisite vendors to define needs.
  • Manages the IDCD constructability reviews and Architect responses to RFPs; Leads the design phase cost control process, prepares the work plan with project estimates, offers value engineering proposals / alternatives, etc.; Monitors the Architect's design process; Edits or ensures Division 0 & 1 of the Bid Documents prepared by the Architect for job sequencing and job specific requirements; For General Construction contracts, prepare site logistics plan that includes access, staffing areas, sequencing, temporary facilities, temporary utilities, and construction parking; For Construction Management contracts, ensure the Construction Management firm prepares a site logistics plan.
  • Mentors and trains new Project Managers (PMs) and/or Construction Field Representatives (CFRs) as part of orientation & training process; Assists in training Project Managers and Construction Field Representatives in IDCD procedures; Manages assigned IDCD staff (PMs and CFRs) at multiple locations and for multiple projects. Reviews CFR's daily reports of job site and job site conditions for completeness and adherence to IDCD policies; Assists with updating IDCD policies and procedures to improve departmental efficiency and performance.
  • May perform additional duties as assigned.



Sr Mgr Design Construction Additional Requirements:



  • Work schedule: Full-time Days Monday - Friday 8am-4:30pm
  • Education: Bachelor's degree in related field (or relevant experience in lieu of degree equivalent to 4 years)
  • Experience: 10 years of construction project management experience involving an increasing level of responsibility for direct management of construction activities as the Owner's representative with at least 6 years managing healthcare facility construction.
