About the Position

As a Civil Engineer in this role, you will collaborate with a dedicated team of professionals to review construction plans, drainage studies, hydrologic models, and technical documents, ensuring accurate and up-to-date floodplain delineations and effective floodplain management. You will also play a key role in supporting our on-call services, providing technical expertise and guidance to the public, consulting engineers, colleagues, and other County departments.

We Require

  • Bachelor's degree in Civil Engineering, Hydrology, or a Water Resources-related field

  • Two years of work experience in civil engineering, hydrology, or water resources

  • Experience in the use/review of HEC-HMS and HEC-RAS models

  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment

We Also Value

  • Master's degree in Civil Engineering, Water Resources, or a related field

  • Certification as a Certified Floodplain Manager (CFM)

  • Experience in the use of FLO-2D, HEC-RAS 2D, and ArcGIS

  • Experience in the interpretation of regulations, specifically floodplain regulations

Job Contributions

  • Review hydrologic and hydraulic analyses for FEMA floodplain map changes, sand and gravel, and floodplain use permitting

  • Review engineered grading and drainage plans, construction documents, and drainage reports for compliance with floodplain regulations

  • Review technical reports related to hydrologic and hydraulic analyses

  • Provide prompt and accurate written and verbal communications related to floodplain permitting information, submitted review documents, required corrections, permit procedures, and status of plan reviews; inputs to permitting software

  • Provide information, technical expertise, and training to others in the Floodplain Use and Right-of-Way Permitting branches as needed

  • Establish and maintain cooperative working relationships with co-workers, the public, governmental agencies, and permit stakeholder groups

  • Represent the Flood Control District at various meetings with other government agencies and the public

  • Other job duties as assigned

Working Conditions

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • This position requires the employee to be in the office/field or customer-facing for all hours worked

  • ArcGIS, Tyler Permitting, Microsoft Suite, and engineering software
