Job Summary

Having wide-ranging experience, the incumbent uses professional concepts and organizational objectives to resolve complex issues with organization-wide impact in creative and effective ways. Works on complex issues with little or no precedent where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Is considered a subject matter expert. Internal and external contacts often pertain to organizational plans and objectives.

The incumbent will manage the Police Department financial and program reporting, assures quality control for reports and that department financial statements are submitted by established deadlines and in accordance with federal as well as campus policies and procedures. The incumbent is responsible for financial analysis and oversight of various programmatic areas within the department. The incumbent is responsible for costing methodologies and financial risk analysis for the Police Department in relation to the safety services provided to the campus. The incumbent will create grant proposals which may be Federal proposals with added sensitivity including Homeland Security proposals and maintain financial and reporting adherence to the awarded contracts and grants for the UCSF Police Department. The incumbent anticipates needs and prepares accordingly to meet ad hoc reporting demands as well as internal and external reporting requirements.

Given the above parameters this position requires excellent communication skills in order to effectively communicate with university management and to execute tasks efficiently through department staff. In addition, the position requires strong Human resource development capabilities in order to appropriately develop staff.

This position will report directly to the UCSF Police Department Chief of Police.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $118,300 - $268,900 (Annual Rate).

Department Description

The UCSF Police Department handles all patrol, investigations, crime prevention, homeland security and related community policing duties for the UCSF campus. The Police Department consists of 130 plus authorized staff, serving a population that exceeds 60,000 patients, visitors, students, faculty, staff and affiliates.

UCSF Police Department is organized into the Office of the Chief and five operating divisions:

  • Field Services
  • Technical Services
  • Professional Standards
  • Homeland Security
  • Security Services

The UCSF Police Department is part of the Office of the Senior Vice Chancellor for Finance & Administration. The Office of the Senior Vice Chancellor is the control point for many of the campus departments responsible for the provision and maintenance of the majority of central campus infrastructure and services.

Required Qualifications


  • Advanced degree in Finance, Business Administration, Accounting or related area and / or equivalent experience / training
  • MBA
  • At least 10 years of experience in finance and/or accounting
  • Prior experience working for or with a police department
  • Experience with a police department structure, understanding their command system, financial requirements, State and local compensation processes, training compliances
  • Thorough knowledge of finance, accounting, business and systems operations and regulatory compliance requirements
  • Thorough knowledge of organizational operational, personnel, and financial transactions and financial systems (preferably UCSF systems including UPlan, MyReports, and PeopleSoft)
  • Excellent skills in use of spreadsheet and database software
  • Excellent management skills, including supervision of both front-line staff and
  • supervisors/managers; ability to coach and develop others
  • Excellent interpersonal skills and ability to work effectively across the organization at all levels
  • Uses strong interpersonal and communication skills to clearly and effectively interact with diverse groups and individuals, secure and/or provide information to clarify situations, resolve problems, and negotiates services and/or agreements and MOUs with other departments or external agencies
  • Skills include sophisticated service orientation, leadership skills, sound judgment and decision-
  • making, critical thinking, creative problem solving, and effective verbal and written communication skills
  • Thorough knowledge of industry best practices
  • The incumbent utilizes communication to empower people; utilizes communications strategies distributes widely and appropriately; internalizes listening as essential to understanding; gives and receives constructive feedback; chooses the appropriate medium for the message; relates to a broad range of people; understands the power of information and possession of it
  • Ability to evaluate processes to establish and maintain strong internal control elements and
  • appropriate accountability structures
