The department of Facilities and Services at West Virginia University is currently accepting applications for a Director of Maintenance. About the Opportunity This position oversees all activities necessary to operate the maintenance organization, providing leadership and guidance to a large, diverse group providing complex technical services. What You'll Do
- Fosters and supports a culture that upholds WVU's values of Service, Curiosity, Respect, Accountability, and Appreciation where the safety environment for students, staff, faculty, and visitors is woven into every business practice.
- Position is responsible for maintenance of facility assets in excess of $2 Billion dollars and continuous operation of these facilities.
- Develop and manage budgets in excess of $7 million dollars for main campus and $1 million dollars for the HSC campus and assure effective use of funds. Guide staff to seek cost reductions through staffing changes and material selections. Assure billable services are accurate and timely.
- Responsible for ensuring compliance with all applicable laws, policies and regulations.
- Provide oversight and manage campus utility consumption. Assist with evaluation of long-term needs. Provide leadership to seek opportunities for energy reduction/conservation. Lead performance contracting initiatives at all campuses.
- Directs a large group providing 24/7 coverage of the campus buildings. Ensure campus is maintained to extend useful life beyond standard expectations through the following:
- Preventative Maintenance: Develop comprehensive PM program for the buildings, structures and infrastructure, use advanced predictive tools as needed.
- Metrics: Measure group performance and adjust services as needed
- Zone Maintenance: Continue development of zone maintenance to improve customer interaction, timeliness of services and utilization of central staff for complex maintenance and PM tasks.
- Assure all staff attend training, participate on safety committees and assure all policies, processes and codes are complied with.
- Evaluate services through surveys, metrics and benchmarking. Provide leadership to initiate change to establish appropriate processes. Follow up on services to ensure quality and timeliness of services are met.
- Establish and maintain a 10-year deferred maintenance plan to identify a comprehensive list of issues with existing facilities. Work with staff to prioritize and establish a 5-year "funded plan" and a 1-year plan for submission. Evaluate conditions and prioritize dollars based on need. Manage funds effectively and ensure use is based on WVU need not department need.
- Develop SOPs and procedures to document processes and standards utilized by group. Train staff to ensure compliance and to help provide consistent services. Establish MOU's as needed to clarify service levels with customers.
- Assist with development of construction design standards, project design reviews and project completion. Assure construction meets long-term goals for maintainability and life cycle.
- Oversee the planning and execution of maintenance and operational activities across the Health Sciences campus,
ensuring alignment with industry standards and long-term university goals.
- Develop the engineering organization to support operations, maintenance and construction. Provide staff to evaluate buildings and building systems and make recommendations for renewal and replacement. Maximize or extend the life of buildings through restoration of operating parameters, systematic replacements or complete overhaul.
- Provide indirect and direct support to all WVU regional campuses to ensure buildings and infrastructure are operational and have a plan for obsolescence.
- Act as the a liaison between the Health Sciences Center and external partners on operational matters such as
parking, traffic flow, event coordination, and contractor management. - Lead efforts in managing and tracking all ongoing projects accomplished by HSC Maintenance staff, ensuring alignment with budgetary guidelines and timelines. Collaborate with financial teams to ensure effective tracking of costs associated with all facilities and capital improvement initiatives.
Qualifications
- Bachelor of Science degree in engineering, architecture, business/public administration, or a related field of study
- A minimum of eight (8) years of experience involving:
- Demonstrated experience directly managing large workforce, and operating budget
- Demonstrated experience managing complex building systems and infrastructure on a campus environment
- Demonstrated experience developing deferred or replacement plans on a large campus environment
- Any equivalent combination of related education and/or experience will be considered
- All qualifications must be met by the time of employment

- Demonstrated ability to manage a large diverse unit with a focus on safety, customer service, improving processes, employee development and fiscal responsibility.
- Knowledge of facilities operations related to business administration, budgeting and control, and reporting.

- Knowledge of terms, skilled trades, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance and safety management as it relates to facilities operations in a multi-site or campus operation.
- Thorough knowledge of the types and inter-relationships of codes related to construction, maintenance, and operations of buildings.
- Knowledge of construction contract issues and different contract delivery methods.
- Ability to coordinate, supervise, and motivate the people within a large organization.
- Ability to enforce policies and procedures.
- Ability to analyze problems and present courses of action to higher administration.
- Ability to work in a team environment with other departments.
- Ability to communicate effectively both orally and in writing.
- Demonstrated ability to conduct effective training efforts both personally and through staff.
