John J. Warner, MD, became chief executive officer of the Ohio State Wexner Medical Center and executive vice president at Ohio State in April 2023. One of the nations foremost leaders in academic medicine, Dr. Warner is advancing Ohio States vision of health care transformation to meet the needs of the growing communities we serve across Ohio and the nation.

Dr. Warner leads the Wexner Medical Centers research, education, and patient care mission across seven hospitals, an expansive and growing network of outpatient care centers, a nationally ranked College of Medicine, more than 20 research institutes, a faculty group practice, an accountable care organization and a health plan.

Position Summary

Under the supervision of the Senior Director of Accounting, the Finance Reimbursement Assistant Director plays a strategic and hands-on role in managing the hospitals third-party reimbursement activities. This includes the annual filing of Medicare and Medicaid cost reports for a large academic medical center with over 600 GME/IME FTEs, $23 million in Medicare DSH reimbursement, and a PPS-Exempt Cancer Hospital.

The Assistant Director provides high-level analytical and regulatory support across all reimbursement functions, including audits, appeals, DSH, 340(b), wage index, and uncompensated care reporting. This role requires a deep understanding of healthcare reimbursement methodologies and financial reporting systems, as well as the ability to lead complex projects and collaborate with senior leadership.

Supervisory Responsibility:
This position directly supervises two manager-level employees, both of whom are responsible for Finance Reimbursement.

Reporting Structure:
This position reports to the Senior Director of Accounting.

Duties and Responsibilities

65% Third-Party Payer Filings amp; Reimbursement Reporting

  • Responsible for preparing and filing information with various third-party payers, including but not limited to:
    • Cost reports
    • Surveys and questionnaires
    • Special CMS requests
  • Manages audits conducted by third-party payers, such as Medicare, Medicaid, Champus, and State Medicaid Programs.
  • Develops and maintains expertise in reimbursement processes and financial reporting systems.
  • Prepares reimbursement-related reports and analyses to support the reimbursement team.

15% Financial Analysis of Reimbursement Accounts

  • Performs monthly analysis of all contractual and settlement accounts.
  • Oversees general ledger accounts related to third-party payers on both the balance sheet and the statements of revenues and expenses (including HCAP, UPL, HAP).

10% Regulatory Impact amp; Team Development

  • Provides hospital leadership with analyses on the financial impact of proposed and finalized regulations.
  • Serves as a subject matter resource on reimbursement topics.
  • Actively shares professional and technical expertise to support the development of the reimbursement team.

5% Appeals Oversight

  • Monitors the status of appeals and assists with the preparation and filing of appeals to Medicare and Medicaid programs.

Practices within the medical centers policies and procedures. Adheres to the Mission and Values statements as demonstrated through positive patient/guest relations, positive and effective interactions with staff and by formulating and meeting developmental goals.

Qualifications

  • Bachelors degree in Business Administration, Accounting, Finance, or a related field (required)
  • Minimum 10 years of progressive hospital reimbursement experience, specifically in:
    • Medicare and Medicaid cost report preparation
    • Financial analysis within a healthcare setting
  • Leadership experience in healthcare finance, preferably within large health systems or academic medical centers
  • CPA certification preferred
  • Hands-on experience preparing cost reports
  • Expertise in:
    • PPS-Exempt Cancer Hospital reimbursement
    • Medicare DSH reimbursement
    • GME/IME reporting
    • Wage Index and Uncompensated Care reporting
    • 340(b) program compliance and reporting
