Financial Services Manager (Finance)

JOB SUMMARY:

This position supervises the Collections, Water Billing, and Procurement Divisions. This position is responsible for providing effective and controlled cash collection and billing processes and comprehensive purchasing procedures, including a centralized competitive bidding process. This position will involve contact with internal staff and the public. This position will need to effectively and clearly communicate to a full range of people inside and outside the organization, prioritize multiple projects, and organize time and resources efficiently. This role will need tobe able to work cooperatively and effectively with others to achieve common goals, demonstrate leadership skills, anddemonstrate strong and efficientproblem solving skills.



JOB DUTIES:

1. Administers the collection, enforcement, and audit of compliance for locally imposed taxes.

2. Manages village licensing and compliance regulations, cash collection processes, and enforcement.

3. Monitors monthly billing and payment collection for water and sewer services.

4. Ensures the village's customer service policies, objectives, and initiatives are met. Develops service standards focused on service levels and issue resolution. Responsible for handling customer complaints and requests that are escalated.

5. Responsible for training and development oversight of staff personnel to meet service and operational demands.

6. Oversees the Procurement Division and the centralized bid and request for proposal (RFP) program for competitive purchasing needs.

7. Identifies process improvements and provides recommendations for implementation. Keeps abreast of modern best practices to determine feasibility within village procedures and assists with implementing accounting control procedures. Regularly conducts compliance and fraud audits to ensure the division is working as intended.

8. Coordinates with the Analyst to review and forecast revenue and expenditure data for variance and future trends.

9. Coordinates the annual update of the fee schedule and presents recommendations for Village Board consideration.

10. Performs other duties as assigned.

QUALIFICATIONS:

1. Bachelor's degree in business administration, finance, accounting, or related field.

2. A minimum of three years of financial, customer service, or operations management experience.

3. A minimum of three years of supervisory experience coordinating a range of activities undertaken by others that involve directing, monitoring, and evaluating the performance of staff.

4. Proficiency with current computer technology, job-specific software, and customer service systems.

STARTING SALARY RANGE: $101,295.00 - $124,087.00annually dependent on qualifications.The salary range for this position is $101,295.00 -$146,879.00.
